The Climate Change, Resilience and Energy portfolio at UNDP is organized around the thematic areas of climate change adaptation and mitigation; disaster management and resilience; and access to clean and efficient energy.

UNDP and FCDO (Govt. of UK) have entered into a partnership to implement the Infrastructure for Climate Resilient Growth – Extended Phase (ICRG-EP), to be implemented in States of Chhattisgarh, Odisha, Bihar, Madhya Pradesh, Uttar Pradesh and Rajasthan. Infrastructure for Climate Resilient Growth (ICRG) is a technical assistance program of FCDO and Ministry of Rural Development, Government of India aimed at enhancing the capacities of vulnerable groups for addressing climate change risks through integrating climate concerns into planning and implementation of rural infrastructural development programmes like the Mahatma Gandhi NREGA– piloting them at grass root level and strengthening capacities of various stakeholders in the planning/ implementing value chain.

This will be achieved through the following interventions in the project States:
• Awareness and scientific knowledge of the States on climate change impacts, vulnerabilities and adaptation/mitigation strategies for rural development are enhanced.
• Institutional and stakeholders’ capacities for coordination, planning, implementation and monitoring of climate informed actions at different levels within the States are strengthened and
• Potential for mainstreaming climate concerns in development programmes to be replicated and upscaled through knowledge exchange and interstate learning.

The Project Associate, NRM will be primarily responsible for planning and implementing the natural resource management related works along with the Mahatma Gandhi NREGA programme in the State. S/he will also be responsible for providing training and capacity building support to various stakeholders at State, district, block and GP levels. S/he will also be responsible liaising with other department like the Soil Conservation, Forest, Irrigation, Agriculture, etc. to ensure inter departmental coordination for NRM related programme interventions. S/he will help in tracking the Mahatma Gandhi NREGA outcomes and implementation challenges as well as formulating action points to address these challenges.

Duties and Responsibilities

The Project Associate, NRM is to be hired for the project implementation unit at the State Project Management Unit, Chhattisgarh. S/he will be based at Raipur, Chhattisgarh and work under the guidance and direct supervision of the State Project Manager, ICRG Chhattisgarh. The secondary reporting would be to the National Project Manager, UNDP India. As this is a full-time position, s/he cannot hold any other job/assignments during this assignment.
• Contribute to the convergence of ICRG principles and techniques in the State programme like Narva, Garuva, Ghuruva aur Baadi (NGGB) in Chhattisgarh.
• Provide handholding and capacity building support to the government counterparts in the MGNREGS and NGGB programmes in the state.
• Liaison with line departments like Soil Conservation, Forest, Irrigation, Agriculture and other line departments to ensure inter departmental coordination for Programme interventions.
• Facilitate training programmes and exposure visits to the ICRG sites.
• Contribute to the case studies and other documentation to be undertaken in Chhattisgarh.
• Assist in Conceptualising, facilitating in the preparation of Manuals, Modules and learning material for cascading training on GIS assisted plan.
• Coordinate with and support to Master trainers and field trainers for quality training of Technical Assistants and other field level functionaries on GIS assisted plan especially in selected States.
• Support in preparation of progress reports and other MIS to be prepared at the State PMU level.
• Any other responsibility related to the project assigned by state climate change nodal officer and State Project Manager.

Competencies
• Ability to work in small teams, and flexible ways of working.
• Familiarity with government policies, programmes and government operational systems in India.
• Experience in Liaisoning with different Ministries/ Depts./ agencies for implementation of the Scheme.

Required Skills and Experience

Education: Minimum qualification of Bachelor’s Degree in Civil or Agricultural Engineering (B.Tech or B.E.)

Experience:
• A minimum of 3 years of relevant work experience is required.
• Good understanding of Mahatma Gandhi NREGA programme.
• Experience in designing and planning NRM structures.
• Experience of working with Central and/or State Governments/NGOs/ Civil
• Society on similar assignments will be preferred.
• Experience on climate change programmes would be an asset.
• Familiarity with the working environment and professional standards of international organizations and national and State Governments.

Language Requirement: Good knowledge of written and spoken English and Hindi is essential.

Travel:
• This position would require travel to project sites within the State.
• For specific meetings and consultations, the incumbent would have to travel to other Project States as well as to New Delhi.
