Responsibilities

This position oversees the Treasury Unit within the Financial Accounting Division

Program responsibilities are varied and specialized, requiring you to put your State governmental accounting experience to the test

Enforce policy; manage and direct the workflow of four (4) Financial Accounting Division staff, including performance appraisals

Review legislation for relevance to the Treasurer's Office; research and interpret state and federal fiscal regulations and advise management about the impact on the agency's financial affairs

Be the point of contact on the depository bank's relationship with the State

Manage and direct distributions of monthly investment earnings, as well as state and federal funds to cities, towns, counties, and state agencies

Administer various matching funds programs, including statutorily directed endowments

Oversee accounts payable and accounts receivable for the agency

This includes all outstanding loans

Oversee the Public Depository Program, TDOA (Time Deposit Open Account) Bank Program, and Public Purpose Investments, and make recommendations to the Board of Deposits

Responsible for coordination, preparation, and accuracy of Treasurer's Office reports for the ACFR (Annual Comprehensive Financial Report) and the Treasurer’s Annual Report

Consult with the Deputy Treasurer and division administrators to plan the biennial budget

Responsible for the implementation of the agency budget

Manage and maintain work standards, timetables, procedures, and methods of operations for the agency's budget unit

Enforce state rules and policies including but not limited to personnel, budgeting, procurement, and accounting

Propagate fiscal policies and operating procedures to concur with laws, rules, and regulations, including adherence to GAAP and GASB

General office conditions including minimal lifting; some travel necessary
