Position Description – Administration Support Officer

Purpose
The Administration Support Officer provides effective and efficient support to the Strategic
Procurement team. The role maintains accurate records and undertakes key contract
administration activities to meet Council procedures, legislative requirements and agreed
timeframes. The position requires strong communication skills and the ability to build and
maintain positive working relationships with internal and external stakeholders. In
delivering this support, the role contributes to high-quality service outcomes for the
community and supports continuous improvement in day-to-day work practices.
Key Deliverables
Manage contract expiries, escalating risks and issues to the relevant teams as
required.
Support and undertake contract establishment and administration activities
including:
document control and records management
coordination of execution processes
tracking and maintaining bank guarantee and certification records
maintaining supporting contract documentation and compliance evidence
assisting with performance reporting and contract file hygiene.
Manage expiries for bank guarantees, including follow-up with suppliers and internal
contract owners to obtain outstanding documentation.
Undertake process audits of contract management tasks in accordance with the
Contract Management Procedure and support the close-out of any corrective
actions.
Maintain and support the Strategic Procurement resource library including templates,
guides, procedures and standard forms.
Maintain and update Strategic Procurement content on SharePoint and the intranet
portal, including links, forms, templates and reference materials.
Undertake and support the administration of Council’s tendering and contract
platform (as applicable), including publishing/maintaining documentation and
assisting with workflow coordination.
Maintain Council’s contracts register to ensure records are accurate, complete and
current, and follow up with contract owners/buyers on missing information and
outstanding requirements.
Provide general administrative support to Strategic Procurement Advisors, including
meeting coordination, correspondence, document preparation, filing, and routine
reporting.
Undertake basic spend data extracts and reporting as directed by the Manager
Strategic Procurement.

Undertake and support the Waste Administration function as required, supporting
residents with waste service enquiries and assisting with general case-loads during
peak periods or leave coverage.
Support continuous improvement by identifying opportunities to streamline
administrative processes and maintain standardised procurement documentation.
Person Specification
Essential criteria
Demonstrated ability to provide high-quality administrative support in a busy
environment, including the use of electronic records management systems.
Strong IT skills with the ability and willingness to learn new systems and technologies
(e.g. SharePoint and contract/tendering platforms).
Excellent written and verbal communication skills, with experience engaging
effectively with people at all levels.
Demonstrated customer-focused approach, including resilience and professionalism
when dealing with internal and external customers.
High attention to detail with the ability to follow through actions to completion and
meet deadlines.
Demonstrated ability to plan and organise work, manage competing priorities and
work autonomously when required.
Demonstrated ability to exercise initiative and sound judgement where procedures
are not clearly defined, escalating issues appropriately.
Ability to work collaboratively and maintain productive relationships with internal
stakeholders and external suppliers/contractors.
Working knowledge of local government functions, roles and processes, or the ability
to rapidly acquire this knowledge.
Demonstrated commitment to continuous improvement.
Demonstrated ability to maintain strict confidentiality and operate effectively in a
sensitive environment.
Desirable criteria
Basic understanding of procurement and contract administration concepts (e.g.
tendering, quotations, panels, contract documentation and compliance
requirements).

Standard conditions
Satisfactory completion of a National Police Clearance (will be arranged by the City of
Marion)
Satisfactory completion of applicable Medical Assessment (will be arranged by the
City of Marion)
Must be either an Australian resident or possess the legal right to work in Australia,
with the ability to provide documentation of a valid work visa.
Comply with existing Work, Health and Safety legislation and regulation obligations and
apply “Think Safe Live Well” philosophy.
Act with integrity and in accordance with the Code of Conduct and the Fraud and
Corruption Management framework, including reporting any suspected fraud and/or
corruption.
