Mission Statement

The Children’s Network of Hillsborough is committed to working with the community to protect children and preserve families.

General Purpose of Job

To promote the adoption program in the community, develop resources furthering identified general, targeted and child-specific recruitment efforts, participate in and deliver pre-service training to potential adoptive families; complete adoption home studies for families residing in Circuit 13 who are interested in adopting special needs children.

Essential Duties and Responsibilities

Provide support to recruitment efforts including but not limited to the Heart Gallery, National Adoption Month and match events
Analyze demographic data of the waiting children and plan community awareness events to increase knowledge of the needs of children waiting for adoption
Plan activities designed for targeted recruitment of potential adoptive parents for waiting children
Develop child-specific recruitment plans for waiting children with an emphasis on the children whose parental rights have been terminated for over 6 months
Complete Adoption Information page for each child assigned to recruitment within 5 business days of assignment.
Participate in and deliver pre-service training for families residing in Hillsborough County interested in adopting children with needs characteristic of CNHC’s population of available children.
Ensure recruitment efforts for each child are documented in the case record (FSFN/CCWIS) at least once every 30 days.
Complete timely adoption home studies pursuant to the requirements of law and DCF and CNHC policies for families expressing an interest in adopting children with characteristics of children in care and available for adoption as defined by Florida Administrative Code
Ensure FSFN is updated with 2 business days to reflect any changes reported by the potential adoptive family.
Participate in match staffings- both formal and in-formal.
Assess children and family needs and coordinate delivery of services specific to adoption preparation, transition and support for the children and family including participation in the development, documentation and support of transition plans for all adoptive placements
Present waiting children during recruitment meetings with partner agencies to assess potential matches with approved adoption families in Circuit 13
Monitor and track inquiries from approved adoptive families to ensure that families receive a timely response and consistent follow-up
Review all approved adoption home studies for prospective families
Update the Child Welfare Case Manager and other involved stakeholders of adoption-related activity.
Display understanding of, and sensitivity to, service population’s cultural and socioeconomic characteristics
Provide documentation and data on adoption activities
Adherence of all data collection into FSFN/CCWIS
Produce monthly Explore Adoption Report and submit to supervisor for approval/review.
Other duties may be assigned as special projects may be required.
Ensure medical records are requested as required/referenced in FAC 65 c16 with 1 week of assignment (needed for child study and disclosure).
Complete Child Studies within 30 days of receipt of case assignment.
Gathering documents for disclosure packets and facilitating disclosure. All disclosures must be conducted in person with the identified family.
Facilitate team meetings that require additional support during the transition period to ensure successful adoption.
The recruiter will explore all Potential Adoption Resources- including those identified by the WWK recruiter- if assigned or other members of the professional team.
Attend court hearings as needed when a WWK Recruiter and/or Heart Gallery Recruiter are not present
Conduct Adoption Information Session as needed for families interested in adoption.
Ensure Recruitment Home Studies are completed for families that are identified to move forward in the adoptive process after having completed Trauma Informed Parenting (Pride or Equivalent) according to priority dictated in FAC 65c 16.
Working Hours

CNHC’s believes in work life balance for all employees. This is an in-office position, Monday-Friday from 8:00am to 5:00pm averaging forty (40) hours per week. Working hours may vary based on business needs.

Travel

Travel both within and outside of Circuit 13 (Hillsborough County) is a requirement of this position. Additionally, this position involves the transportation of children as part of the job responsibilities.

Training

All employees must complete fifteen (15) hours of on-line or classroom Training on an annual basis. If the employee is a Certified Child Welfare Professional, Training hours must total twenty (20) annually.

Supervisory Responsibilities

This position does not have direct supervisory responsibilities.

Education and Experience

A Bachelor's Degree from an accredited college or university in social work or related field with at least two (2) years of child welfare experience with an emphasis in foster care adoption is preferred.

Adept at building positive relationships, working collaboratively in diverse, multicultural environments, and effectively managing multiple tasks simultaneously. Recognized for excellent listening skills and a team-oriented approach. The ideal candidate will possess strong attention to detail, exceptional organizational skills, and the ability to manage multiple tasks efficiently. Proficiency in using Microsoft Office software, along with excellent written and verbal communication skills to collaborate effectively with various stakeholders. A thorough understanding of confidentiality laws and regulations, including HIPAA and child welfare statutes, is crucial. Familiarity with adoption processes and related documentation is highly desirable, as is the ability to handle sensitive information with discretion and always maintain a high level of professionalism.

Certificates, License, Registrations, backgrounds, drug screens, Etc.

Must meet the Children’s Network requirements for certification as a Child Welfare Case Manager within one year of hire into the position unless exempted by Children’s Network management.
Valid driver’s license required, with proof of insurance
Driver’s license check is a requirement
Criminal background screening (fingerprinting) (Local Law Enforcement and FBI/FDLE)
Drug Screening is a requirement
Children’s Network participates in E-Verify

Reasoning Abilities

Must exhibit strong reasoning abilities to evaluate complex cases, assess barriers to permanency, and develop effective strategies for resolution. This role requires the capacity to analyze data, interpret policies, and apply sound judgment to make informed decisions that prioritize the best interests of children and families. The ability to think critically and anticipate potential challenges is essential, as is adapting to dynamic situations while maintaining focus on achieving permanency goals. Possess the ability to support collaboration with multidisciplinary teams, ensuring that decisions are well-rounded, evidence-based, and aligned with organizational and legal standards.

Physical Demands

The physical demands of this position are generally moderate. The role may require extended periods of sitting, standing, and using a computer. Occasional lifting of office supplies, files, or materials up to 25 pounds may be required.
