HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.

Position Summary
We are seeking a proactive and detail-oriented Transformation Office Analyst to join our Transformation Program Management Office (TPMO) and play a critical role in the delivery of transformation initiatives. Reporting to the Manager, Insights & Performance, this role involves collaborating with cross-functional teams, supporting Scaled Agile Framework (SAFe) processes, and driving continuous improvement across our transformation programs. The TPMO Analyst will leverage data, agile practices, and business analysis skills to support the execution of key projects and initiatives.

Primary Duties
Scaled Agile Delivery Support: Support the TPMO to successfully deliver routine Scaled Agile ceremonies, such as Program Increment (PI) Planning, including logistics, scheduling, and both virtual and on-site event management. Assist in helping advance the adoption and execution of SAFe Agile practices, including priority setting and alignment with broader business transformation goals.
Analysis, Tracking & Reporting: Maintain reports tracking project performance, team progress, and SAFe metrics (e.g., velocity, cycle time, sprint burndown). Monitor KPIs aligned with transformation goals and analyze data to identify trends, bottlenecks, and improvement opportunities. Provide actionable insights to leadership and teams and develop reports to meet both internal and external contractual requirements.
Tool Administration: Administer and maintain organizational tools such as Jira, Kendis, Workday, etc. Ensure tools are utilized effectively and provide support to staff for troubleshooting and problem-solving.
Request Management: Manage the TPMO Mailbox, ensuring timely handling, vetting, and escalation of incoming requests from staff and interested parties.
Business Analysis: Perform business analysis duties, including requirements gathering, building specifications for changes, and documenting process improvements or new systems.
Project Management Support: Support project planning efforts, including the creation of roadmaps, timelines, and the definition of project deliverables using agile methodologies.
Change Management & Collaboration: Collaborate with cross-functional teams to support change management efforts and the successful implementation of transformation initiatives.

Required Education and Experience
Bachelor’s degree in Business Administration, Project Management, Computer Science or a related field;
Minimum of five (5) years’ experience as a business analyst or related field,
Proven track record of successfully supporting large and complex projects
Experience in managing or supporting agile projects, including tracking progress, setting priorities, and ensuring timely delivery of objectives.
An equivalent combination of education and experience may be considered.

This is a hybrid role. Our office is headquartered in Saanichton, BC. The successful candidate must be based in BC, and is expected to be in office at least 1 day per week. At various times throughout the year, additional in-person presence will be required.

We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is $61,800 - $92,800 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
