Responsibilities
The Application Developer is a highly technical position responsible for all aspects of the application software development life cycle to include design, implementation, and maintenance
This includes enterprise and departmental applications, as well as web (Internet and Intranet) infrastructure and applications

This position involves frequent, direct internal contacts within the department and with other City departments; as well as the general public and private organizations

Utilizes programming languages and low-code platforms to design, implement, and maintain the City's Information Systems, including enterprise and departmental applications, streamlining development processes and enhancing accessibility for non-technical users
Software Support
Provides support and training for software applications within the City, including both vendor-purchased software and applications developed in-house (e.g., .NET, ASP.NET, C#, and Mendix)
Ensures that all software solutions are effectively utilized and that users receive the assistance they need to maximize functionality and performance
Systems Design & Analysis
Understands City business processes, discovers needs, and translates to functional and technical specifications
Delivers an on time and within budget project
Report Analyst/Analytics
Performs the research and information gathering necessary to define, design, create, and document business requirements and specifications as it relates to the development of reporting solutions
Designs, implements, and maintains Internet (public) and Intranet (internal), mobile, web-based and interactive applications
Provides technical support to the City's CMS (Content Management System)
Problem Solving
Identifies and resolves problems associated with in-house developed and purchased software applications
Assists in troubleshooting software problems ranging from typical to most difficult
Purchasing
Evaluates vendor products in technology hardware and software and recommends purchases
Security and Back-up
Ensures Database, Internet, and Intranet Systems securities (both internally and on the web)
Stays abreast of the changing hardware and software by trade periodicals, web sites, and continued education
Recommends and implements user training programs affecting application development
This position generally works 40 hours per week
Daily hours may vary in order to meet operational requirements
This position may be required to work weekends and evenings to perform all assigned tasks and responsibilities

Position Responsibilities

Application Development. Develops and implements application goals, objectives, and priorities based on the future needs of the City's application development initiatives, including low-code application solutions. Acts as a project leader from definition to implementation, effectively managing both human and computer resources to ensure projects remain accurate and on schedule. Utilizes programming languages and low-code platforms to design, implement, and maintain the City's Information Systems, including enterprise and departmental applications, streamlining development processes and enhancing accessibility for non-technical users.

Software Support. Provides support and training for software applications within the City, including both vendor-purchased software and applications developed in-house (e.g., .NET, ASP.NET, C#, and Mendix). Ensures that all software solutions are effectively utilized and that users receive the assistance they need to maximize functionality and performance.

Systems Design & Analysis. Works at a high level of all technical phases of programming; requires creative thinking and the ability to use the accumulated knowledge of others. Report Analyst/Analytics. Performs the research and information gathering necessary to define, design, create, and document business requirements and specifications as it relates to the development of reporting solutions. Preferred experience includes Microsoft SQL including SSRS and Crystal reporting, and experience with SQL development (queries, stored procedures, functions, views, and other database objects).

Web Application Development. Designs, implements, and maintains Internet (public) and Intranet (internal), mobile, web-based and interactive applications. Provides technical support to the City's CMS (Content Management System).

Problem Solving. Identifies and resolves problems associated with in-house developed and purchased software applications. Assists in troubleshooting software problems ranging from typical to most difficult.

Purchasing. Evaluates vendor products in technology hardware and software and recommends purchases.

Security and Back-up. Ensures Database, Internet, and Intranet Systems securities (both internally and on the web).

Training. Attends training. Stays abreast of the changing hardware and software by trade periodicals, web sites, and continued education. Recommends and implements user training programs affecting application development.

Education And Experience
• Bachelor's degree from an accredited college or university with major study in computer science, business, accounting or a closely related field.
• A minimum of one (1) year experience in programming, database and systems design (preferably .NET Framework, ASP.NET, C# T_SQL and HTML5 languages) and/or education in computer programming, database and systems design.
• A technical understanding of internet, computer networks, personal computers, and equipment operations. Experience with Mendix is preferred but not required.
