Responsibilities
The Application Developer is a highly technical position responsible for all aspects of the application software development life cycle to include design, implementation, and maintenance
This includes enterprise and departmental applications, as well as web (Internet and Intranet) infrastructure and applications
Work is performed independently with latitude for decision-making within guidelines of department policies and procedures
This position involves frequent, direct internal contacts within the department and with other City departments; as well as the general public and private organizations
Develops and implements application goals, objectives, and priorities based on the future needs of the City's application development initiatives, including low-code application solutions
Acts as a project leader from definition to implementation, effectively managing both human and computer resources to ensure projects remain accurate and on schedule
Utilizes programming languages and low-code platforms to design, implement, and maintain the City's Information Systems, including enterprise and departmental applications, streamlining development processes and enhancing accessibility for non-technical users
Software Support
Provides support and training for software applications within the City, including both vendor-purchased software and applications developed in-house (e.g., .NET, ASP.NET, C#, and Mendix)
Ensures that all software solutions are effectively utilized and that users receive the assistance they need to maximize functionality and performance
Systems Design & Analysis
Understands City business processes, discovers needs, and translates to functional and technical specifications

Position Responsibilities

Application Development. Develops and implements application goals, objectives, and priorities based on the future needs of the City's application development initiatives, including low-code application solutions. Utilizes programming languages and low-code platforms to design, implement, and maintain the City's Information Systems, including enterprise and departmental applications, streamlining development processes and enhancing accessibility for non-technical users.

Software Support. Provides support and training for software applications within the City, including both vendor-purchased software and applications developed in-house (e.g., .NET, ASP.NET, C#, and Mendix). Ensures that all software solutions are effectively utilized and that users receive the assistance they need to maximize functionality and performance.

Systems Design & Analysis. Works at a high level of all technical phases of programming; requires creative thinking and the ability to use the accumulated knowledge of others. Report Analyst/Analytics. Preferred experience includes Microsoft SQL including SSRS and Crystal reporting, and experience with SQL development (queries, stored procedures, functions, views, and other database objects).

Web Application Development. Designs, implements, and maintains Internet (public) and Intranet (internal), mobile, web-based and interactive applications. Provides technical support to the City's CMS (Content Management System).

Problem Solving. Identifies and resolves problems associated with in-house developed and purchased software applications. Assists in troubleshooting software problems ranging from typical to most difficult.

Education And Experience
• Bachelor's degree from an accredited college or university with major study in computer science, business, accounting or a closely related field.
• A minimum of one (1) year experience in programming, database and systems design (preferably .NET Framework, ASP.NET, C# T_SQL and HTML5 languages) and/or education in computer programming, database and systems design.
• A technical understanding of internet, computer networks, personal computers, and equipment operations. Experience with Mendix is preferred but not required.
