The opportunity we have available

The Road Vehicle Regulator Division focuses on policy direction, legislative development and regulatory oversight to improve road safety. As the APS6 ROVER Testing Coordinator, you will be responsible for planning, preparing and executing business, regression and user acceptance testing (UAT) with industry stakeholders for releases to the Road Vehicle Regulator (ROVER) system. This system includes the Register of Approved Vehicles (RAV) and integrates all approvals and activities under the Road Vehicle Standards Act 2018 (RVSA). Your contributions will ensure releases are delivered safely and meet legislative compliance, drive program success and enhance operational effectiveness.


The department is seeking an experienced, adaptable and capable person to fill the role of APS6 ROVER Testing Coordinator. This role oversees the end-to-end management of the testing process for ROVER releases. The ideal candidate will possess in-depth knowledge of the RVSA legislation, the regulatory environment it operates in, and the associated policies, procedures and practices. The candidate should also understand how the legislation is integrated into the ROVER product.


What will you do?

The responsibilities of the APS6, ROVER Testing Coordinator include, but are not limited to:


Oversee the end-to-end testing process for ROVER releases, including planning, organising test plans and ensuring quality standards are met.
Coordinate business, regression and user acceptance testing (UAT) with internal teams and industry stakeholders.
Carry out testing against defined acceptance criteria to validate functionality and compliance with release requirements.
Develop and maintain all required testing materials, including detailed test scenarios.
Collaborate with the ROVER Development Team, Release Change Manager and Product Owner to establish testing timelines and scenarios.
Monitor progress to ensure all parties adhere to agreed timelines and milestones.
Assemble and manage a team of testers across the division for each testing phase.
Communicate testing environment downtimes and provide timely updates to business testers.
Act as the primary point of contact for any issues during business, regression, and UAT testing.
Train testers on testing processes and system use, including setting up access to ROVER test environments.
Escalate issues impacting timelines or scenarios to the Product Owner and Business Owner.
Assist in replicating and triaging issues raised during testing, ensuring resolution prior to release deployment.
Who are we looking for?

We are seeking an experienced Testing Coordinator with a strong understanding of systems that support legislative and regulatory outcomes. Experience and familiarity with regulatory environments and road vehicle safety will be highly regarded.


The successful candidate for this position will be able to demonstrate their capability against the APS6 Work Level Standards and have:


Specialised system and/or service support experience, with the ability to manage complex testing activities across digital or IT‑enabled environments, including the use of collaboration and delivery tools such as Azure DevOps or similar platforms.
Strong, demonstrated experience working in complex regulatory IT platforms or similarly sophisticated enterprise systems.
Experience working in, or with, regulatory or policy‑driven environments, with an understanding of how systems support compliance and legislative outcomes (highly regarded).
Excellent written and verbal communication skills, with the ability to tailor messaging to a range of audiences, including senior executives and external stakeholders.
Sound judgement and analytical skills, with the ability to interpret complex information and provide clear advice under tight timeframes.
A demonstrated commitment to fostering an inclusive, flexible and high‑performing team culture.

Eligibility requirements
Employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:


Citizenship: candidates must be an Australian citizen at the time of submitting your application.
Health Assessment: The preferred candidate may be required to undergo a medical examination conducted by the department’s preferred medical provider.
Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at Baseline Level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances. Police check: The successful candidate must satisfactory complete an Australian Federal Police criminal history check.
