The opportunity we have available
The International Aviation, Technology and Services (IATS) Division and the Domestic Aviation and Reform (DAR) Division have multiple positions available at the APS6 level to support the implementation of the Government’s aviation reform agenda, as outlined in the recently released Aviation White Paper.


The DAR Division is responsible for promoting an efficient, sustainable, safe, competitive air transport system. The Division stewards the domestic aviation sector by regulating airports, investing strategically in aviation services, and advising government on policy to serve Australia’s interests.


The IATS Division is responsible for providing policy, regulatory and program functions in support of the Government's oversight of Australia's aviation and airports sectors. The Division's work includes international as well as domestic elements, and involves working closely with portfolio agencies, airline and airport operators and other stakeholders. The Division's functions span a wide range of topics including aviation safety, airspace and air traffic management, future technologies, low carbon liquid fuels, and economic regulation. It also has responsibilities in airport planning and development, transport accessibility for people with disability, environmental management, Australia's participation in ICAO and bilateral international air services agreements.


Both Divisions will play a critical role in implementing the government’s vision and future policy directions for Australia’s aviation sector, as set out in the recently released Aviation White Paper: Towards 2050.


To support this work program, we are currently seeking people with relevant skills and experience to work with the aviation industry and aviation consumers on development of:

an Aviation Industry Ombuds Scheme - to uphold and enhance the consumer rights of aviation customers - supported by new legislation to provide independent complaints handling and performance monitoring.

new aviation-specific disability standards, as a schedule to the Disability Standards for Accessible Public Transport 2002 – to affirm the rights of people with disability during air travel and require airlines and airports to work together to better support and facilitate passenger journeys.


What will you do?
We are looking for committed APS6 team members who can contribute to the design and implementation of these important initiatives. This work will require extensive collaboration and engagement with the aviation industry, people with disability and their representatives, consumer bodies and other government agencies to design policy that effectively delivers the government’s commitments.


The work will be varied but key responsibilities will include:

close consultation with external stakeholders and design and delivery of consultation processes and supporting documents

for the work on aviation-specific disability standards, developing co-design processes to ensure policy initiatives are developed with people with disability

analysing the costs and benefits of potential policy and implementation options, including through regulatory impact analyses

drafting advice to inform government decision making, such as Cabinet submissions, ministerial briefs and new policy proposals

working with relevant agencies to inform the drafting of supporting legislation, regulation and standards

project management to ensure delivery of initiatives within government-agreed timeframes.

Eligibility requirements
Employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the Public Service Act 1+++ including:


Citizenship: To be eligible for employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts applicants must be an Australian citizen at the time of submitting an application.

Health Assessment: The preferred applicant may be required to undergo a medical examination conducted by the department’s preferred medical provider.

Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at Baseline Level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances.
