Juris Doctor (J.D.) degree
Minimum experience equivalent to three years required
Must be a licensed attorney in the State of Indiana in good standing,
Knowledge of and ability to research and apply Indiana, local, and federal law to various specific circumstances pertaining to the City
Ability to direct and supervise others; provide leadership for City officials; and effectively communicate orally and in writing with city, state, and federal representatives and general public under varied circumstances and situations
Difficulty of Work and Personal Work Relationship
Applies broad scope of laws, rules, and regulations to devise unique approaches for dealing with unusual and/or unresolved problems
Responsibilities
An Assistant City Attorney staffs and advises certain assigned municipal departments and related boards and commissions; represents departmental clients in proceedings; drafts contracts, legislation, memoranda, and other legal instruments; and engages in litigation and negotiation
Represents the City and its agencies, including Mayor, boards, commissions, and departments, during various legal proceedings, both as the initiating party and as a responding party
Reviews and drafts varied types of legal documents in support of City business
Drafts ordinances, resolutions, contracts, and other legal documents for action by the City’s departments and policy-making boards and commissions
Conducts legal research and makes recommendations regarding litigation and administrative proceedings pending with the City
Addresses citizen inquiries and complaints and refers citizens to the appropriate agency(s) related to City matters
Develops and applies specialized areas of concentration and legal expertise, which may include litigation, real estate, planning and zoning, redevelopment, contracts and other business matters, code enforcement, tax law, general municipal law and finance, public safety, risk management, human resources, and utilities
Take all reasonable steps to maintain a safe work environment
Non-Essential (secondary)
Performs related duties as assigned
Legal advice and information provided by the incumbent can have a significant impact on City operations
Observes routine workday schedule and attends (physically or virtually, depending on circumstances) meetings of relevant boards, commissions and councils, some of which occur in the evening
Maintains frequent contact with elected and appointed public officials and units of government, and members of the general public during varied circumstances providing policy recommendations and advice

An Assistant City Attorney represents the City of Bloomington as legal counsel in a wide variety of capacities. An Assistant City Attorney staffs and advises certain assigned municipal departments and related boards and commissions; represents departmental clients in proceedings; drafts contracts, legislation, memoranda, and other legal instruments; and engages in litigation and negotiation.

The City is currently in the process of implementing a new salary structure. Depending on the progress of this implementation, the salary offered to the selected candidate may be higher than the amount currently posted. However, the candidate will not be offered a salary lower than the posted amount for this position.
