Primary objective
Provide high-level management of regulation and compliance activity to improve education outcomes for Northern Territory
students.

Context statement
The Education Regulation team within Quality Standards and Regulation branch, works with Northern Territory (NT) and
Australian Government departments, schools, families and other external stakeholders and agencies to regulate non-
government schools, international education, home education, external eligible options programs, and prosecution of
student non-attendance.

Key duties and responsibilities
1. Provide high-level leadership of compliance and regulation teams, programs and implementation of strategic projects.
2. Contribute to compliance activity across the business unit, including for home education. Commonwealth Register of

Institutions and Courses for Overseas Students (CRICOS) provider regulation, and prosecutions.
3. Manage policy, guidelines, procedures and resource development and review.
4. Coordinate, collate and analyse financial and program data to inform regulatory and compliance work, reporting and

improvement strategies.
5. Provide high-level compliance advice to the director, and informed and accurately written briefings, ministerial

correspondence, and Cabinet submissions on complex and often politically sensitive matters.
6. Consult with Australian and NT government agencies, external stakeholders, including schools, home education families,

CRICOS providers, peak bodies, and the public to facilitate effective program outcomes.
7. Represent and promote the interests of the department on local and national committees and networks.

Selection criteria
Essential
1. Highly developed expertise and successful experience in working with legislation, policy and frameworks demonstrating

strong conceptual and analytical skills to provide high-level advice
2. Successful experience in operational program management including data and information, monitoring and reporting, and

human resource management.
3. Excellent oral and written communication skills and experience in preparing briefings on complex matters for a wide

range of audiences in plain English.
4. High-level knowledge and understanding of contemporary and strategic regulation and compliance issues and ability to

contribute to strategic business planning and improvement agendas.
5. Demonstrated ability to lead teams, develop and maintain effective working relationships within diverse internal and

external stakeholder contexts.

Desirable
1. Experience working with the Australian Curriculum and/or other education frameworks or standards.
