The Opportunity

Finance Partner Team
Financial Policy, Internal Budgets & Reporting Team
External Budget Team

We are seeking someone who is professional and passionate about continuously improving processes and expanding knowledge within the team, and across the NIAA. The successful candidate will operate under broad direction, exercising a considerable degree of independence to determine the strategic direction for their team. This role requires ensuring alignment with agency goals and objectives through long-term planning. Our ideal candidates will take responsibility for both individual and team deliverables, monitor team progress, and ensure the delivery of positive outcomes.

Key qualifications include strong analytical and problem-solving skills, the ability to multi-task, and the capacity to thrive in a fast paced, deadline driven environment. Extensive experience in staff management is essential. Candidates must possess a tertiary qualification in finance or accounting, or relevant work experience.

For candidates applying for the Finance Partner Role, you will be responsible for:
partnering with business areas and providing strategic expert advice on portfolio, group and branch budget planning (departmental and administered), costings and the development and monitoring of these budgets and spending
providing strategic, insightful financial reporting to the Executive that identifies pressures, risks and opportunities and support decision making and effective resource management, driving enhancements in monthly financial reporting
identifying, undertaking analysis and evaluation of emerging trends and drivers in the finance and budget work, and ensuring senior leadership are briefed on contentious items or significant issues that require attention or resolution
researching, critically analysing and responding to complex and sensitive finance and budget management matters, leveraging the expertise of others to assist in high quality responses and resolution
undertaking consultation across the Agency, APS and with other State/Territory Governments to understand evolving practices in finance and budget management practices

For candidates applying for the Financial Governance Role, you will be responsible for:
managing the Agency's requirements under the Commonwealth Resource Management Framework
ensuring the Agency has an effective financial governance framework in place
maintaining and providing advice on NIAA's internal financial governance policies
managing the Agency's PGPA Act non-compliance reporting, including the day-to-day administration of the FMCS and associated reporting
planning, developing and delivering financial governance training
managing a suite of financial governance documentation, including the Accountable Authority Instructions and Financial Delegations.

For candidates applying for the External Budget Role, you will be responsible for:
developing the NIAA External Budget, including the collation of NIAA's Budget documents at each budget milestone
briefing the executive and the Minister on Budget related matters
managing NIAA appropriation through the Central Budget Management System
engaging across the Agency, with Indigenous Portfolio Bodies, Department of the Prime Minster and cabinet, Department of Finance and the Minister's Office.

This position is required to liaise with Aboriginal and Torres Strait Islander peoples, communities and service providers. You will require cultural competency, including:
understanding of the matters impacting Aboriginal and/or Torres Strait Islander peoples.
demonstrated ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples.
demonstrated capability and commitment to continue to develop cultural competency.
