This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate.

Where a non-ongoing specified term is offered, this would be for a maximum period of two (2) years. If the initial contract is for less than 2 years, it may be extended or renewed once, up to the 2 year limit.

A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

About the Authority

The Net Zero Economy Authority Act 2024 (NZEA Act) established the Net Zero Economy Authority (the Authority) as a statutory agency in December 2024.

The Authority’s Board is the accountable authority, and its functions are articulated in the NZEA Act, the Chief Executive Officer leads day-to-day operations. The Minister for Industry and Innovation is the responsible Minister.

The Authority is presently establishing itself as a separate entity. The Authority is expected to complete the transition to being a separate entity in the near term, at which time, all employees will transfer from the Department of the Prime Minister and Cabinet (PM&C) to the Authority under Machinery of Government (MoG) changes.

About the Branch

The Corporate Branch is responsible for enabling the Authority’s missions through the provision of corporate and enabling services. This includes human resources, financial management, property and accommodation services, governance, risk and audit policies and services, legal services, ICT, protective security, and information and record management. The Branch is also responsible for supporting the Authority’s Board, Stakeholder Panel and providing Parliamentary and Cabinet functions.

As a new government entity, the branch has responsibility for building the independent corporate systems and capabilities required to deliver these services, including off-boarding from PM&C.

About the Role

The ICT and Security section is a small (and growing) multidisciplinary team of APS employees and contractors, responsible for all aspects of the Authority’s information technology systems and overall protective security.

The Assistant Director – Information and Records Management role will play a crucial role in establishing and supporting the ongoing operation, maintenance and continual improvement of the Authority’s information and records management framework and systems.

The role focuses on ensuring compliance with legislative obligations and best practice standards for information management, with a strong emphasis on SharePoint usage, contributing to a positive records management culture through training, support, and system enhancements.

The role will involve a mix of strategic and operational work, including policy development, stakeholder engagement, project delivery and systems implementation and administration.

In addition to the general responsibilities and duties outlined in the Work Level Standards for the Executive Level 1 level, key responsibilities and priorities include (but are not limited to):
Partner with external vendors to establish a fit for purpose Electronic Document and Records Management System (EDRMS), embedding critical information management and records management subject matter expertise, to guide design and implement practical solutions to manage information.
Develop information management policies and procedures in line with Australian Government requirements including the Archives Act 1983.
Develop and deliver training and guidance materials to support best practice recordkeeping and maintain content for the intranet and Knowledge Hub.
Coordinate input for mandatory reporting (e.g. Harradine Report, Freedom of Information requests, National Archives Annual Check-up Surveys, etc).
Ensure compliance with relevant legislation, including privacy, security, and information governance requirements, staying updated on changes to records management legislation, standards, and emerging technologies.
Build and maintain strong and respectful working relationships and network connections with internal and external stakeholders including National Archives and other providers.
Promote Data Literacy within the Authority including leading data quality requirements relating to the Office of the Australian Information Commissioner and National Archives of Australia.
Establish NZEA Data Champions Network, build and maintain a Data Asset Register, and deliver against Government Data and Digital Strategy Missions.

The initial direction for the role will be around the establishment of our systems, policies and processes to allow the Authority to offboard from PM&C. The role will evolve and will likely have broader involvement in other ICT and Security functions, providing opportunities to develop and broaden capabilities.

We are looking for an experienced information/records manager, who is adaptable to changing environments and has a service delivery mindset. The successful candidate will be process driven with attention to detail and, enjoys working in a collaborative environment in a multi-disciplinary team.

In addition to meeting the behaviours outlined in the Integrated Leadership System profile of the Executive Level 1 level, our ideal candidate/s will have:
Demonstrated experience in a similar role, with strong knowledge of the Archives Act 1983 and other relevant information management and records management legislation and policies, especially in the context of online information management.
Ability to interpret and apply legislation and policies to complex information management issues.
Practical experience with SharePoint in a government context
Strong analytical and problem-solving skills to develop innovative solutions to complex challenges, and ability to identify opportunities for process improvement and automation.
Ability to build and sustain strong working relationships and provide advice, training and support to a wide range of stakeholders.
Excellent communication skills with the ability to tailor communication to different audiences across the organisation – both verbal and written.
Reliance and motivation relating to the implementation of new capabilities, and strong organisational skills with the ability to manage competing priorities.

Eligibility


Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen by the completion of the recruitment process, except under exceptional circumstances.
The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.
