Qualifications
High School Diploma or equivalent
Minimum of 2 years’ experience in Industrial Security matters, processing employees for personnel security clearances (PCL), and using the U.S. Government program DISS
Minimum of 3 years general office experience
Must possess a FSO Program Management for Possessing Facilities Curriculum Certificate or be able to complete the mandated courses required to obtain the certificate within one year of hire
Ability to successfully complete DSS security training (independent study correspondence courses and in-person training), as required
Skill in the use of Microsoft Office and Work at an intermediate level or higher
Valid state Driver’s License with acceptable driving record pertinent to the position
Ability to successfully pass any background checks and/or drug testing required on the contract
Must be able to obtain and maintain a DoD Secret Clearance
U.S. Citizenship required
Must be able to travel out of the country for a period of two weeks at a time, up to two times per year

Responsibilities
The incumbent is responsible for adhering to the functions and activities of the Industrial Security Program as outlined in the National Industrial Security Program Operating Manual (NISPOM) and as directed by Chugach Corporate Industrial Security Department in accordance with established policies
Performs Industrial Security responsibilities in coordination with the Corporate Industrial Security Department
Serves as a first point of contact for Industrial Security related issues at the project site
Reports security violations and adverse information to the Corporate Industrial Security Department
Performs inspections on areas where classified documents are kept and reports on the findings, posting notices, and security violations
Conducts periodic self-inspections and reviews of all security processes to ensure compliance, to include Corporate Self-Inspection, OPSEC Inspections, and Industrial Security Reviews for the 45th Space Wing
Uses DISS as required
Facilitates Industrial Security, OPSEC, and other awareness training for all project site personnel, including but not limited to: in- and out-briefs, annual refresher briefings, foreign travel briefings, and debriefings; to include any mandated contract or Air Force training
Prepares and coordinates processing of paperwork for all employees requiring Common Access Cards (CACs) and Cape Canaveral badges, to include Foreign Nationals on Ascension Island
Prepares, coordinates, and provides instructions and guidance to employees for eQIP entry of SF86 and Periodic Reinvestigation (PR) process
Coordinates with the 45th Space Wing for employees requiring NACI investigations and the necessary forms, to include the processing of Foreign Nationals
Maintains all security clearance records and documents for Chugach cleared employees and provides copies to the Corporate Industrial Security Office
Interfaces and provides support with project site subcontractors, as required
Ensures implementation and adherence to all policies, procedures, and practices outlined by the customer, Department of Defense (DoD), and NISPOM
Performs ISOPREP functions for the 45th Space Wing personnel, and other contractors as identified by the Air Force, and all WCFSI contract employees and subcontractors
Coordinates and submits the appropriate travel paperwork for all WCFSI employees traveling to and from Ascension Island in the performance of the contract
Assists employees and visitors with access questions or issues, to include submitting DBIDS and base access requests to the 45th Space Wing
Support the IT / Communications Manager with NISPOM Chapter 8 and DoD 8570 Baseline Certification requirements
Prepares and maintains records of all DD Form 2875 and AF 43+4 forms

Job Overview

The incumbent works as a liaison with Chugach Corporate Industrial Security Department in all matters related to the Industrial Security Program and employees requiring Personnel Security Clearances (PCLs). The incumbent is responsible for adhering to the functions and activities of the Industrial Security Program as outlined in the National Industrial Security Program Operating Manual (NISPOM) and as directed by Chugach Corporate Industrial Security Department in accordance with established policies.

This position is open to current CISL Honolulu, HI internal employees only.

Salary: $105,000 per year
