ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:
The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. Through its unified system of 23 health centers and four hospitals - and expanded network of community partner clinics – DHS annually provides direct care for over 500,000 outstanding patients, employs over 23,000 staff, and has an annual budget of over $8.4 billion.

Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.

THE MISSION:
To advance the health of our patients and our communities by providing extraordinary care.

DEFINITION:
Assists in the administration of a large County hospital, by managing and coordinating the supporting services for patient care programs of a major area of the hospital.
• Assists in coordinating the operation of the hospital with other divisions of the Department of Health Services, other County departments, and outside agencies.
• Serves as liaison with medical, nursing and support services to develop and effectively implement plans for patient care.
• Conducts operational studies to recommend adjustments in the organization, staffing, systems and procedures.
• Conducts special investigations and participates on committees considering and developing recommendations for the solution of problems having hospital-wide impact.
• Develops plans for reorganization or decentralization of hospital services; and supervises the implementation of the plans and respective changes.
• Represents the unit administrator on various hospital committees.
• Meets with division heads regarding handling of operational problems; answers questions and provides information regarding departmental and County procedures and policies.
• Recommends space allocations for assigned areas and activities; analyzes and approves proposed space remodeling; coordinates implementation of space changes or move.
• May supervise the work of a small administrative or hospital support staff.
• Develops and controls the annual budget for the assigned area.
• Develops managerial skills of line managers and supervisors in the hospital.
• Investigates and resolves complaints from patients, hospital staff and the general public.
• Develops policies and procedures for the effective operation of hospital services in the assigned areas; initiates corrective action if services do not meet established standards.
SELECTION REQUIREMENTS:
One (1) year of administrative experience with responsibilities in assisting higher management level in the management and coordination of supporting services for patient care programs in a health care facility at the level of the County of Los Angeles class of Assistant Hospital Administrator III or higher.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II - Light: Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION:
• Experience at the level of Assistant Hospital Administrator III in the County of Los Angeles is defined as: Assists in the administration of a large County hospital, by managing and coordinating the supporting services for patient care program of a large area of the hospital.

Out-Of-Class Experience:
Employees attempting to meet the requirements via experience inconsistent with their official payroll title will be considered for this examination. Applicants claiming out-of-class experience to meet the requirements must describe their out-of-class duties in detail in the Work Experience and Supplemental Questions sections of their application. Applicants are also required to submit any supporting documentation such as out of class/additional responsibility bonuses, verification of experience documents, and/or performance evaluations in order to receive credit for out-of-class experience.

DESIRABLE QUALIFICATIONS:
Credit will be given to applicants who possess the following desirable qualification:
• Additional points will be given to candidates who have experience in excess of the selection requirements.
• Master’s degree in Hospital Administration, Healthcare Administration, Health Care Management, Business Administration, Public Administration or closely related field from an accredited institution

EXAMINATION CONTENT:

This examination will consist of two parts.

Part I: An evaluation of education and experience based upon application information, desirable qualifications and supplemental questionnaire, weighted 50%.

Part II: An Appraisal of Promotability designed to evaluate Analytical and Decision-Making Ability, Interpersonal and Customer Service Skills, Leadership Ability, Planning and Organizational Skills, Problem Solving, and Verbal/Written Communication & Comprehension, weighted 50%.

Candidates must achieve a passing score of 70% or higher on each weighted part of this examination in order to be placed on the eligible register.

ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

VACANCY INFORMATION:
The eligible register resulting from this examination will be used to fill vacancies throughout the Department of Health Services, as they occur.

AVAILABLE SHIFT:
Appointees may be required to work any shift including evenings, nights, weekends and holidays.
