The City of Pasadena's Human Resources Department is seeking a skilled, enthusiastic and energetic labor relations professional to fill a current vacancy at an Assistant Human Resources Analyst or Human Resources Analyst level. This presents a new and exciting career opportunity to expand your labor relations knowledge and experience as a practitioner in the field.

Appointment will be made at either level depending on experience. Assistant Human Resources Analyst salary: $74,837 to $93,546.

The ideal candidate will have a foundational understanding of California labor-management relations laws, particularly the Meyers-Milias-Brown Act (MMBA). They will bring experience supporting labor relations functions, including direct involvement in the collective bargaining process, grievance tracking, and conducting salary and benefits surveys. The successful candidate will be comfortable reviewing, interpreting and applying memoranda of understanding (MOUs), side letters, and other labor agreements. Additionally, they should be capable of conducting research and analysis on labor market trends, compensation data, and comparable agency practices to inform and support negotiations strategies.

The current vacancy is in our Labor Relations and Classification and Compensation Division, which manages all labor relations and classification and compensation matters for the City. Essential Functions

• Supports labor relations activities by assisting with the preparation and review of collective bargaining agreements, memoranda of understanding (MOUs), and grievance documentation.
• Conducts research on labor laws, union contracts, and past practices to support negotiations and dispute resolution.
• Analyzes and tracks workforce data to identify trends in compensation, benefits, grievances, etc.
• Maintains and updates labor contract databases and tracked key provisions such as salary schedules, leave accruals, and grievance timelines.
• Participates in meetings with union representatives as a note-take or observer, gaining exposure to negation strategies and labor-management dynamics.
• Responds to routine inquiries from union representatives under the guidance of senior labor relations staff.
• Helps distribute labor relations updates to departments and union representatives.
• Ensures that labor relations documents are properly filed and accessible for audits or legal reviews.
• Collaborates with HR and legal teams to ensure adherence to applicable labor laws, policies, and procedures.
• Attends and participates in professional meetings; stays abreast of new trends and innovations in the field of human resources and labor relations law.

EDUCATION AND EXPERIENCE
• Assistant Human Resources Analyst - Graduation from an accredited four-year college or university with a major in human resource management, public administration, business administration or a closely related filed and at least one year of progressively responsible experience performing professional and technical human resources duties supporting labor relations activities; or an equivalent combination of training and experience. Experience in a public agency is preferred.
• Human Resources Analyst - Graduation from an accredited four-year college or university with a major in human resource management, public administration, business administration or a closely related field and at least two years of progressively responsible experience performing professional and technical human resources duties supporting labor relations activities; or an equivalent combination of training and experience. Experience in a public agency is preferred.

SELECTION PROCESS
The selection process may consist of a training and experience evaluation, written test of analytical skills, interview panel and department-level interviews.

VACANCY INFORMATION
There is currently one vacancy in the Labor Relations and Classification and Compensation Division of the Human Resources Department that may be filled at either level. The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future.
This is an At-Will position.
Special Requirements

Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.
The City of Pasadena offers a generous benefit package. For details regarding employment benefits and provisions, please see the for Non-Represented Management employees. This classification belongs to Level 4 (Confidential & At-will).

Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

All employees are required to pay the full employee contribution to CalPERS.
