The Group’s Risk Function has responsibility for risk management in support of HSBC’s regions global businesses, global functions and senior executive management. Global Risk enables and protects the Group in the execution of its strategy through the development of HSBC's approved risk appetite, measuring, monitoring and managing against the Global risk appetite statement and ensuring that global businesses and regions are operating within it. Global Risk has enterprise-wide risk oversight responsibilities.
The HSBC Operational Risk FIM requires establishing dedicated control utilities called Assurance teams who will provide Control Owners with an independent opinion on the effectiveness of their controls. Assurance is an independent review and evaluation of end-to-end processes, risks and key control environments, thus the Assurance activity will be independent of the 3LODs and will coordinate to deliver more consistent assurance approaches to avoid duplication. They will perform assurance using a risk based approach that considers the nature, extent and timing of assurance activities.
The Assurance Manager would be required to independently validate the design and operating effectiveness of the key controls through inspection, inquiry, observation, sampling, re-performance and recalculation. In addition they would be required to review of risks and key controls through end-to-end process walkthroughs, events or thematic reviews, data-driven reviews or issue read across, and evidence reviews.
The Assurance Officer role holder will be responsible for delivering end-to-end assessments of relevant controls, in accordance with Controls Assurance procedures, terms of reference and the Assurance plan for the Global Risk Assurance Function.
The Opportunity:
The role is particularly critical in the context of increased internal focus and external Regulator attention to identify, measure, evaluate, control and manage risks effectively. It involves close interaction with Risk Owners, Control Owners and Risk Stewards, as well as Auditors and Assurance Functions. You will support the safe growth of the Bank by ensuring the Risk Assurance Function is aligned to the Bank’s Non-Financial Risk Management Framework and consistently applied across Risk teams within the region.

The role holder will be responsible for the following:
• Customisation and localisation of standard assurance scripts and evaluation of relevant controls for design and operating effectiveness, raise issues as appropriate.
• Ensure that control assessments are accurate, effective, comply with Global Risk Assurance procedures and templates, and meet quality control requirements.
