NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

Duties:

Supports and maintains the office?s financial management activities. • Reviews, analyzes and prepared financial data and estimates for fund holders for budget preparation, based on historical data, recurring costs, and annual guidance. This includes salary and discretionary fund projections on allocated, reimbursable and no-year funds. Validates financial guidelines for the year and issues amounts to fund holders for planning purposes. 50%

• Provides information and analyses of expenditures, funding arrangements, and trends from a cost standpoint such as contractor services, utilities consumption, operation and maintenance of buildings, subdivisions within the IRC/SRC accounts, and inflationary costs for use in managing programs and forecasting future requirements. 20%

• Manages the office systems/processes, establishing new accounts when necessary, reviewingFMMI and validating CRIS linking data within the framework of the account structure and thefinancial plan system. Ensures that all the data entered into the system(s) is correct. 10%

• Monitors the transfer of appropriated (permanent and temporary) funds, when necessary, advises the Research Leaders(s) of such actions and coordinates such actions, including extramural/external funding issues, with the Area Office. 10%

• Reviews expenditure information for numerous reimbursable agreements, prepares Reimbursable Agreement bills quarterly as appropriate, and ensures billings and collections are realized. Initiates closure of the agreement when all obligations, expenses and collections have been realized. Coordinates with MU and Area Administrative Office (AAO) to determine carryover balances for multi-year agreements. Monitors expiration dates of soft funds and alerts fund holder of any potential issues with spending concerning the soft fund(s) and/or final billing dates for reimbursables. 10%
