About the Department

The role of the Department of Education is to support Victorians to build prosperous, socially engaged, happy and healthy lives. It does this by supporting lifelong learning and healthy development, strengthening families and helping to equip people with the skills and knowledge for a 21st century economy and society.

About the Division

The Information Management and Technology Division (IMTD) delivers innovative and integrated technology and information management services to support education outcomes across Victoria. The division is currently driving a digital transformation program to enhance technology maturity and innovation across the department.

About the Role

The Business Analyst will analyse business needs and design solutions that enable technology-driven initiatives and business transformation in Victoria's K-12 education system. This role focuses on requirements lifecycle management, process modelling using BPMN and ArchiMate, business capability development, and use case definition with UML. The Business Analyst will work closely with business stakeholders, architects, and delivery teams to ensure solutions are strategically aligned and deliver measurable value.

Attributes

The successful candidate will demonstrate strong skills in eliciting and managing requirements, facilitating workshops, modelling business processes, and supporting capability mapping. You will be proficient in documenting business rules, functional specifications, and use cases, and have the ability to engage and influence stakeholders across complex environments. Your analytical and communication skills will help deliver clear, actionable documentation supporting technology delivery.

Key capabilities include:

Leading requirements capture and stakeholder engagement

Business process analysis and modelling (BPMN 2.0)

Use case and UML functional analysis

Business capability mapping and architecture collaboration

Requirements lifecycle management and solution alignment

Desirable Qualifications and Experience

Tertiary qualifications in Business Analysis, Information Systems, or related discipline

Experience with BPMN 2.0, UML, and business rules definition

Familiarity with business architecture frameworks such as TOGAF or similar

Certification in business analysis (e.g., CBAP or BABOK-aligned training) highly regarded
