Role
Milgate Primary School is inviting applications from an experienced, dynamic and people-centred Business Manager to oversee the operational core of our school. This is a key leadership role that influences every aspect of school life - from finance and human resources, to facilities, compliance, enrolments, and community engagement.
We welcome applications from candidates seeking full-time, or open to a part-time job-share arrangement for professionals specialising in Finance and/or Human Resources at negotiable days and hours. This role is 12-month fixed-term, with potential for ongoing.
This role works closely with the Principal class and a collaborative administrative team, and has a significant impact on the strategic and day-to-day success.
The role requires initiative, sound judgement and the ability to lead teams while working within DET policy and school procedures.
You will be trusted to manage complex operational responsibilities with autonomy, provide expert advice to leadership and ensure the school runs efficiently, safely and sustainably.
Department Description: A Business Manager role will usually undertake tasks that impact on the whole school. The role seeks to gain cooperation of other staff members or members of the school community to achieve specific objectives, such as in school administration, finance or human resources.
Direction on targets and goals is provided but the position will have some degree of latitude in determining how they are achieved. This latitude will generally be limited by standard procedures and school policy. Deviation from standard procedures and school policy will require guidance and direction from senior management.
Management of staff to achieve the expected outcomes is a key responsibility. Staff management issues will be resolved with minimal reference to senior management, although guidance will be required in more complex cases. Senior management will be provided with timely reports and advice in matters relating to the school finance, human resources or school administration.
Responsibilities
Finance Leadership
Lead the development, monitoring and revision of the annual budget process
Prepare, analyse and present financial reports, forecasts and budget iterations to the Principal and School Council
Oversee all accounting processes in accordance with DET and Treasury regulations
Manage government grants, targeted funding claims, locally raised funds and school investments
Provide expert budget advice and financial guidance to staff and program leaders
Ensure procurement practices comply with DET purchasing policies as well as educate staff on procurement matters
Oversee all aspects of Accounts Receivable and Accounts Payable
Maintain and monitor the school asset register
Convene and support monthly Finance and Facilities Sub-committee meetings
Human Resource Management
Provide expert HR advice to leadership regarding workforce planning, staffing structures, VGSA and industrial agreements
Oversee central and local payroll verification and adjustments
Ensure staff WWCC/VIT and other compliance checks are met
Lead recruitment, advertisement, onboarding and induction of staff
Manage employee relations matters, performance processes, staff wellbeing and WorkCover cases
Analyse SRP, FTE, leave data and staffing budgets to support proactive workforce planning and staff retention
Maintain accurate staff records and HR systems (EduPay / CASES21)
Facilities & OHS
Manage contractor relationships, service agreements and facility hire arrangements to ensure quality and value
Support OHS compliance, risk management, EduSafe reporting and safety procedures across the school
Oversee the first aid officers in student health care inline with DET policy
Oversee AIMS (including facilities grants such as the Safe Tree Program)
School Administration
Lead and support the administration team to ensure effective front-office operations and community engagement
Support school communications, marketing initiatives, school events and community partnerships including P&F
Other duties as directed by Principal Class within scope
