The Opportunity
The Business Operations Manager is responsible for overseeing and integrating core operational functions including Finance, Human Resources, Facility Security Clearance (FSC), and the Controlled Goods Program (CGP). Based in Ottawa, this role ensures the organization operates efficiently, compliantly, and securely while supporting business growth and government/defense-related requirements. The role requires a high degree of integrity, discretion, and familiarity with Canadian regulatory frameworks.
Key Responsibilities
Finance & Administration
Oversee day-to-day financial operations including budgeting, forecasting, cash flow management, and financial reporting.
Human Resources
Manage end-to-end HR operations including recruitment, onboarding, performance management, employee relations, and offboarding.
Ensure compliance with Canadian federal and provincial employment legislation and workplace standards.
Administer compensation, benefits, payroll coordination, and HR policies.
Facility Security Clearance (FSC)
Act as the primary point of contact for Facility Security Clearance requirements under Canada’s Contract Security Program (CSP).
Maintain the organization’s FSC status, including preparation and submission of documentation, updates, and renewals.
Coordinate personnel security clearances (Reliability Status, Secret, etc.) for employees and contractors.
Ensure secure handling, storage, and access control for protected and classified information and assets.
Controlled Goods Program (CGP)
Serve as the Designated Official (or alternate) for the Controlled Goods Program, as applicable.
Develop, implement, and maintain CGP compliance policies, procedures, and training.
Ensure proper registration, reporting, audits, and record-keeping in accordance with the Controlled Goods Regulations.
Monitor access to controlled goods and ensure only authorized and screened individuals have access.
Operations & Compliance
Develop and implement operational policies, procedures, and best practices to support efficient business operations.
Identify operational risks and implement mitigation strategies across finance, HR, and security domains.
Support senior leadership with operational insights, reporting, and strategic planning.
Coordinate with legal, compliance, and government stakeholders as required.
Coordinate month-end and year-end close processes; liaise with external accountants, auditors, and financial institutions.
Establish and maintain internal controls, policies, and procedures to ensure financial integrity and compliance.
Support contract administration, invoicing, cost tracking, and financial reporting for government and commercial contracts.
Qualifications & Experience
Bachelor’s degree in Business Administration, Finance, Human Resources, or a related field; equivalent experience considered.

Security Requirements
Must be eligible for and able to obtain and maintain a Canadian Government security clearance at the required level.
Canadian citizenship is required
Must be eligible to work with controlled goods under the Controlled Goods Regulations.
Language Requirement
Fluency in English required (written and spoken)
French considered an asset

Working Conditions
Primarily office-based in Ottawa with standard business hours.
Occasional overtime or flexibility may be required to meet compliance or operational deadlines.

Job Type: Full-time
Pay: $140,000.00-$170,000.00 per year
