Duties:
The Residential Tenancies Branch is responsible for the resolution of landlord and tenant disputes regarding security deposits, repairs, utilities and other general disputes through investigation, mediation and adjudication. It is also responsible for the regulation of rent increases and enforcing compliance with the regulation. The Branch advises landlords and tenants on the requirements of the legislation through public speaking engagements, correspondence, in-person meetings and by telephone. The Client Services Officer works as part of a team, responding to a high volume of telephone calls and emails, conducts in-person meetings with the public, processes applications, schedules hearings, and manages a caseload of dispute files.
Reporting to the Manager, Client Services, the Client Services Officer provides accurate information to the public on The Residential Tenancies Act, The Life Leases Act and tenancy related sections of The Condominium Act. Information is provided by telephone, personal interview, email, written correspondence and by participating in public education programs and speaking presentations. The Client Services Officer provides assistance to landlords and tenants to resolve residential tenancy disputes informally or by mediated agreement. Other duties include investigating and attempting to resolve security deposits, pet damage deposits and tenant services deposits, and drafting a recommendation for action if the dispute is not mediated.

Qualifications:
Essential:
Experience investigating complaints, including identifying client concerns and conducting interviews to gather information.
Experience interpreting, explaining and applying policies, legislation, and regulations.
Experience providing customer service by telephone, email and in person.
Strong verbal communication skills with the ability to communicate effectively with a variaty of stakeholders.
Strong written communication skills with the ability to create clear and professional documents.
Ability to work as part of a team
Excellent interpersonal skills with the ability to establish and maintain effective working relationships with a variety of stakeholders
Excellent problem solving skills with the ability to resolve complex and sensitive issues.
Strong organizational skills with the ability to prioritize competing priorities in a work environment with high volumes and strict deadlines.
Desired:
Experience and/or training in mediation and/or dispute resolution.
Experience facilitating continuous improvement events and public speaking.
Ability to communicate (verbal and written) in French
Experience using Microsoft Teams and Artificial Intelligence (AI) tools, such as Copilot.
Conditions of Employment:
Must be legally entitled to work in Canada
Must provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Check.
Must possess and maintain a full class 5 Manitoba Driver's licence without restrictions.
Must be able to travel throughout Manitoba as required and have access to their own transportation.
