About the role

The Communications Engineer is responsible for the delivery, maintenance, and lifecycle management of CitiPower and Powercor analogue and digital communications systems supporting critical electricity network operations, including SCADA, automation, and telemetry across high voltage (HV), distribution, and low voltage (LV) networks. This includes hands-on field work such as pilot installations, testing, commissioning, and diagnostics across radio, fibre optic, and IP-based infrastructure.

With a strong focus on asset management, the role ensures ongoing system reliability, performance, and sustainability across the asset lifecycle. This includes condition monitoring, maintenance planning, and fault resolution to support informed decision-making and risk-based strategies. These responsibilities align with best-practice asset management principles that emphasise lifecycle value, optimisation, and continuous improvement.

Working within a small, high-performing engineering team, the Communications Engineer collaborates with internal stakeholders and external service providers to deliver effective maintenance and support outcomes. The role actively contributes to the integration of new technologies, drives operational efficiency, and supports a culture of safety, technical excellence, and innovation across the communications asset portfolio.

Key Responsibilities
Design and deliver effective communications network solutions includes preparing project scopes and capital works, applying in-depth knowledge of communication network systems relevant to electricity network operations.
Provide technical expertise and engineering support across business: contributing to the resolution of complex issues and participating as a subject matter expert in the evaluation and selection of new communications and systems technologies.
Support the development and maintenance of communications systems: associated with protection, control, instrumentation, SCADA systems with organisational, regulatory, and statutory process and policy requirements.
Support and promote best practice system and technology management processes contributing to extend asset life, improve service availability and drive cost savings for business communications infrastructure.
Specify, develop, integrate and manage implementation of new, innovative solutions: that are cost-effective and meet business needs by applying technical expertise and experience.
Leverage data analytics expertise to drive proactive maintenance planning and implement risk management strategies that optimize asset performance and enable informed, data-driven decision-making.
Provide engineering support and guidance to tactical operations: (Network Control Centre, Dispatch Room and Field Operations staff) in support operational performance and security of the electrical power network.
Change Management Process Awareness: capable of assessing system and operational impacts of proposed system changes, where necessary recommending mitigation strategies to minimise business and operational risk.
Stakeholder Engagement: Able to effectively work with internal stakeholders, service providers and vendors on technology issues and service delivery and planning.

Key Criteria
At least 5 years’ experience in the electricity or telecommunications industry and communications experience
Bachelor’s degree qualifications in Electrical and or Electronic and or Communications Engineering
Able to be registered with the Victorian Business Licensing Authority as a Professional Engineer (RPEV) in the field of Electrical, Electronic or Communications Engineering
Subject Matter Expert in at least one communications system including Supervisory Copper, Optical Fibre, Substation Ethernet, Digital Radio, Cellular Network, Microwave and Mesh Radio networks.
Demonstratable Communications network design experience.
Experience with ISO 55001, RAMS, RBI or equivalent.
Experience with IEC 62443 Cybersecurity framework or equivalent
Detailed understanding of other Communications technologies additional to SME area.
Demonstratable knowledge of the electrical distribution network
Sound understanding of System Engineering elements and principles.
Advantageous to have knowledge of GIS/PNI Geographic information systems and Google Earth associated native KML/KMZ file usage.
Preferably skilled in developing automation and data processing solutions using Python and Bash scripting, with a strong focus on writing efficient, maintainable code for system and application-level tasks.
