Job Description
The Opportunity:
The City of Red Deer is seeking a highly motivated individual to fill the permanent full-time role of Community Development Superintendent to provide Leadership and Supervision to the Community Development Section.

This position focuses on overseeing community development initiatives, the administration of the Family and Community Support Services program, environmental initiatives projects, external diversity & inclusion facilitation, arts & culture grants, and programming and overall leading and planning of program services the section.
While managing numerous projects, this position is responsible for communication and public relations, risk and safety management, and a number of other administrative responsibilities include contract management, budgeting, and policy development.
Responsible for the successful operation of Cultural Services Centre and programs as well as the successful partnering with community agencies to leverage The City’s ability to offer services.


This is a key role responsible for managing department resources, overseeing building capacity within the network of social agencies, leading and mentoring section staff and ensuring supervision and direction to contracted positions in other departments to ensure that funding transactions are in full compliance with program directives and evaluation metrics, supporting current and relevant decision making and reporting.

As our preferred candidate, you will have:

Related university undergraduate degree such as, Arts and Culture Administration, community development, social planning, social development.
A minimum of five (5) years of leadership responsibilities and related experience at a management level in a community development setting in management and program service delivery and demonstrated understanding of community development as a process for working in complex environments. Considerable experience in the voluntary sector and with organizational and community dynamics is required.
Experience in senior management in a municipal government system with demonstrated ability to put together successful delivery teams and to facilitate community development approach to service delivery.
Thorough knowledge of the principles, practices, methods, and procedures used in the administration of recreation or cultural facilities, operations, programs and services.
Thorough understanding of the concept of and application of marketing principles and practices to ensure a high degree of public accessibility to programs and services.
Ability to develop and maintain sound operation and maintenance procedures and systems, policies and procedures, and operations manuals.
Ability to establish cordial relations with all major facility user groups, retail service providers, tenants, a staff, community partners, department staff, City officials, other City departments, contractors, school boards, business community, service clubs, institutions, and the public.
Knowledge of Federal and Provincial legislation and City by-laws governing the operation of public buildings.
