About the Role
This role supports the strategic planning and prioritisation of the City’s infrastructure projects. It is responsible for undertaking needs assessments, feasibility studies, business cases and technical documentation to inform the long‑term project pipeline.
The position analyses growth forecasts, demographic data and community feedback to identify infrastructure gaps, and works with internal and external stakeholders to ensure planning aligns with service delivery needs and development trends. It also contributes to the City’s strategic and financial planning processes, including the Long‑Term Financial Plan, Capital Works Program and project prioritisation frameworks.
About you
You are an organised and analytical project manager or planner with experience delivering planning or project activities in landscape, recreation, buildings or parks infrastructure environments. You bring strong problem‑solving skills, a process focused approach, clear written and verbal communication, and the ability to collaborate effectively with a range of stakeholders.
You have a solid understanding of strategic and infrastructure planning principles, asset lifecycle concepts and local government planning frameworks. Experienced in preparing project documentation, business cases and strategic reports, you can manage competing priorities while working both independently and as part of a multidisciplinary team. A commitment to safe work practices and contributing to a positive safety culture is essential
Besides demonstrated experience, you’ll need to have:
Tertiary qualification in Architecture, Landscape Architecture, Civil Engineering, Sport and Recreation, Project Management or a related field

Salary and Benefits: Starting from Level 8 Step 1 ($121,675) of the City of Cockburn Industrial Agreement 2025, based on qualifications and experience.
