General description

The Unclaimed Property Division is responsible for administering the state’s unclaimed property program and returning abandoned property to its rightful owners. To accomplish this objective, division staff receives and processes property reports from holders; provides information and assistance to claimants; verifies and processes claims, evaluates data for system implementation and manages the contract audit and voluntary disclosure programs. Owner outreach efforts include posting available properties on two online searchable databases (ClaimItTexas.gov and Missingmoney.com) and owner notice mailings.

This position is responsible for reviewing and addressing a large backlog of stocks and securities imbalances between the custodian's system and the unclaimed property system. They perform historical stock research, maintain the inventory of active and inactive physical certificates and respond to claimant correspondence, telephone inquiries and escalations. When claims with security-related properties are filed, they re-register or liquidate the securities as requested by the claimants. We are looking for an individual with a background in customer service as well as trust, brokerage, or banking.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Qualifications

Education:

Graduation from an accredited four-year college or university with a bachelor’s degree is required.

Preferred Education:

Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business or a related field is preferred.

Experience:

Two (2) two years of experience reconciling accounting figures, financial records or analyzing stock or securities data

Three (3) three years of customer service experience

Two (2) years of unclaimed property, custody systems or transfer agent, brokerage, trust or banking operations experience

Substitution:

One additional year of full-time experience providing customer service or reconciling accounting figures or financial records may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).

Preferred Licenses/Certifications:

Certified Treasury Professional (CTP) and/or Certified Securities Operations Professional (CSOP) are preferred.

In this role you will:

Perform security property rollbacks. Research unreconciled CUSIPs to identify unapplied corporate actions, sales and/or dividends and then updates securities properties in UP2. Research and update stock properties on high priority claims.

Prepare, review, and monitor the initiation of transfer instructions for approved transfer requests including updates to the system of record for accounting transactions. Monitor and follow-up on outstanding approved transfer requests to ensure timely completion.

Answer email, letter and telephone inquiries from claimants; provide guidance on re-registration and documentation requirements and status.
