Who we are
The Australian Antarctic Division (AAD) is part of the Commonwealth Department of Climate Change, Energy, the Environment and Water. As primary agency for Australia's Antarctic Program (AAP), the AAD is responsible for achieving the Australian Government's Antarctic goals.

These goals are to:

Maintain the Antarctic Treaty System and enhance Australia's influence within it.
Protect the Antarctic environment.
Understand the role of Antarctica in the global climate system.
Undertake scientific work of practical, economic and national significance.
The AAD also has responsibility for administering the Australian Antarctic Territory and the Territory of Heard Island and McDonald Islands.

The Assets and Technology (A&T) Branch provides and maintains the equipment and infrastructure to support the AAP. A&T Branch activities range from the maintenance of existing Antarctic stations and equipment through to the design, manufacture, testing, operation and procurement of advanced scientific equipment and systems. The Branch manages major infrastructure projects in support of AAP outcomes.

The Construction Projects Section is a key element of the A&T Branch and is responsible for the construction of the built infrastructure at Australia’s Antarctic and sub-Antarctic stations. The section carries out construction activities as a project management group at the AAD’s head office in Kingston, Tasmania. It works closely with other sections within the branch, division and department to support the design, construction and handover of infrastructure-built assets to the Infrastructure Operation and Maintenance team.

The Job
The construction manager will develop and coordinate the safe undertaking of all on-site activities carried out by a group of trades personnel or contractors. This may be through direct supervision or working with a construction partner in ensuring the construction program is delivered safely and to the required technical specification. You will be part of a high performing project team and working closely with the Project Lead. These projects include power generation, water production and supply, wastewater treatment, station heating, accommodation and medical facilities.

You may be required to travel to Antarctic or Macquarie Island to directly manage the works or operate as the owner’s superintendent. The successful applicant will have strong construction experience, leadership skills and display attributes that are consistent with such position, be an excellent communicator and a collaborative team player. You will maintain a personal and practical commitment to the AAD’s WHS and environmental policies, setting the example and leading by your actions.

What we are looking for
Knowledge and experience
Recent on-site supervisory and managerial experience relating to construction activities in the building or general construction industry overseeing the workload of a multi-disciplined trade group.
Knowledge of building construction and construction methodologies, ideally within cold climate environments.
Knowledge of infrastructure services including electrical and water distribution, water treatment, heating, sewer and fire systems.
Experience maintaining appropriate work site safety procedures, including sound knowledge of work health and safety standards.
Current or very recent proficiency in risk assessments and job hazard analyses relating to building and construction works or maintenance.
Sound experience with identification and purchase of materials associated with the building maintenance programs and construction of new works.
Skills and capabilities
We are seeking candidates who:
Review and provide input to design for constructability.
Produce detailed works plans for the Summer and Winter construction periods to optimise resources and time on station.
Develop scopes of work for subcontractors and suppliers.
Co-ordinate the development of detailed cost plans for the delivery, construction, installation and commissioning of new and significant upgrades to Antarctic infrastructure.
Incorporate workplace health and safety, environmental protection and energy efficiency measures into infrastructure designs.
Develop conceptual infrastructure designs in a wide range of engineering fields with a focus on cold region engineering and prefabrication.
Identify and evaluate risk at all levels of engineering projects – safety, environmental and financial, and schedule and formulate and implement appropriate mitigation strategies.
Develop and maintain project documentation, including safety plans, quality control schemes, season plans and progress reports.
Please note that the successful applicant may be required to travel to the Antarctic and sub-Antarctic regions therefore they may be required to meet specific medical, adaptability and personal qualities requirements appropriate to working in those environments. In order to undertake travel to the Antarctic & sub-Antarctic regions they will need to:
Demonstrate the range of personal qualities and interpersonal skills necessary to perform as a successful team member within isolated Antarctic and sub-Antarctic environments.
Demonstrate an ability to effectively adapt and respond to the demands of living and working in an isolated and confined environment as determined by a psychological (adaptability) assessment.
Be certified as fit for Antarctic service by the AAD’s Polar Medicine Unit.
Mandatory Qualifications
A relevant engineering or construction degree from an Australian tertiary institution, or a comparable overseas institution, or hold a relevant trade certificate with demonstrated equivalent experience in a similar role.
Eligibility and other requirements
Citizenship - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.

Security Clearance - This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.

Pre-employment Check - Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months.
