Distinguishing Characteristics

The Construction Materials Laboratory Technician is a single class with two salary levels. Positions in this class are flexibly staffed and the level at which appointments are made is at the discretion of the appointing authority.

The Construction Materials Laboratory Technician (Level I) is the first working level in this class series. Under close supervision, incumbents are given detailed instructions in the performance of routine construction materials sampling and testing duties that are more structured and repetitive than those assigned at Level II. As requisite skills and knowledge are developed, incumbents are expected to perform increasingly responsible and difficult assignments requiring various levels of professional certifications to perform. At the discretion of the appointing authority, incumbents may advance to the higher level once obtaining the National Institute for Certification in Engineering Technologies (NICET) Level 3 asphalt, concrete, and/or soils certifications.

The Construction Materials Laboratory Technician (Level II) is the journey level in this class series. This is the targeted competency and performance level of all Construction Materials Laboratory Technicians. Working under general supervision, incumbents are expected to be proficient in performing a variety of responsible and difficult assignments that require a higher level of professional certifications and experience.

Examples of Duties, Knowledge, and Abilities

Duties may include, but are not limited to, the following:

Collects field and quarry samples of construction materials and soils such as fresh and cured concrete, asphalt, sand, aggregate, pavement, structural steel, reinforcing bar; determines the location in which samples will be taken.
Performs a variety of routine and complex tests and inspections such as: soil classification, sieve analysis, gradation, PH, moisture, nuclear density, sand equivalent, oven moisture, Kelly-Ball cement, slump cone, and masonry tests, both in the laboratory and in the field.
Determines if test results are in compliance with applicable construction plans, specifications, standards and contracts.
Uses specialized instruments and equipment such as nuclear and electronic instruments; calibrates and adjusts instruments to compensate for changing conditions; performs routine cleaning, maintenance and servicing of assigned equipment.
Performs precise mathematical calculations related to materials testing; prepares data sheets and graphical representation of test results/data.
Inspects facilities where materials are used and stored to ensure compliance with Federal, State, and local regulations and ordinances.
Inspects the operations of asphalt and concrete batch plants; checks equipment, weights, temperatures and materials for compliance with specifications; tests and calculates aggregate gradings for field mix design.
Prepares a variety of technical and other written reports on laboratory test results; files and maintains laboratory records.
Communicates verbally and in writing with supervisors and coworkers, County and outside agency representatives, contractors, consulting firms, business and property owners, or the general public.
Performs related duties as assigned.

Make accurate mathematical calculations
Read blueprints, plans, and specifications
Gather data, keep accurate records, and prepare reports and simple drawings
Detect flaws in construction materials
Follow verbal and written instructions
Communicate effectively, both verbally and in writing
Promote, establish, and maintain effective working relationships
