OBJECTIVES OF THE PROGRAMME

To support and collaborate with the Member States for further development and implementation of national policies and strategies which ensure equitable and universal access to quality health care through improvement in the health of women of reproductive age, mothers, newborn, children, adolescents; health promotion through SDH and promotion of gender, equity and human rights (GER) approach.
DESCRIPTION OF DUTIES

Under the overall supervision and policy guidance of the Regional Director (RD) and under the direct supervision of Director, Programme Management (DPM), the incumbent works in close collaboration with staff in the department, in other departments, collaborating partners and across the three levels of organization to coordinate the work in the RMNCAH and GER areas. The main responsibilities of the incumbent are:

1. Leading, coordinating, monitoring, and evaluating collaborative programmes with the Member States in the areas of ****** and reproductive health, maternal and child health, gender, equity and rights, social determinants and health promotion;

2. Prioritizing and coordinating technical assistance and contributing to the mobilization of resources in support of countries in the implementation, monitoring and evaluation of relevant strategies and plans;

3. Harmonizing the work with other WHO technical teams in SEARO, WCOs, HQ, national authorities, other UN Agencies, donors and other stakeholder;

4. Promoting and assuring intra and inter-departmental teamwork including the WHO Collaborating Centres and Centres of Excellence;

5. Ensuring effective management of human and financial resources for programmes under his/her direct supervision;

6. Supporting RD and DPM as part of technical secretariat for the WHO Governing Bodies (WHA/EB/RC) when required, and other important high-level meetings;

7. Performing any other duties as deemed necessary.
REQUIRED QUALIFICATIONS
Education

Essential: Advanced university degree in medicine, public health or health related areas.
Desirable: Doctoral degree in a health-related area.
Experience

Essential: At least 15 years of relevant experience including considerable experience obtained in an international context, in public health and programme management.
Desirable: Extensive experience, especially in developing countries in high level management of RMNCAH, GER and/or Social Determinants of Health with high-level international experience.

• High level technical and management competence with knowledge of planning, directing, monitoring and evaluation of health and health related programmes pertaining to the areas of work.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 106,023 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4126 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Qualifications

Purpose of the Post:

Under the overall guidance of the Regional Director, and under the direct supervision of the Director ( Programme Management), the purpose of the post is to lead and coordinate the technical support of WHO to Member States in the South-East Asia Region to ensure a continuum and equity of health care through the life course in the areas of Reproductive, Maternal health, Newborn Health, Child and Adolescent health (RMNCAH) as well as promote health and well-being through social determinants of health and promotion of gender, equity and right to health

Organizational Context (Describe the work environment; the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc.; available guidelines and degree of independence in decision making; and nature and purpose of contact within and outside the Organization):

In the overall organizational context, and as a senior staff member, with programme areas that are closely interlinked, the incumbent will lead and coordinate the technical work of the units that are responsible for maternal, neonatal, child and adolescent health; addressing social determinants of health (SDH) and Health Promotion and gender, equity and human rights and facilitate collaboration between these. The incumbent will also advise the units and Member States as appropriate in pursuit of the programme objectives in these areas. The incumbent is expected to have some expertise in the areas and knowledge of others but will be expected to exhibit core management and leadership competencies. The incumbent will reach out to partners and strengthen partnerships to advance towards programme goals and to help mobilize resources. The work will involve contact with senior officials both within and outside the organisation and with other departments to build consensus on policies and strategies and mobilize resources.
