Summary

This opportunity is open to current King County employees. We are not accepting external applications at this time.

WTD is working on an effort called the Mouth of Duwamish Wet Weather Facilities Program that will reduce overflows from 5 combined sewer outfalls where the Duwamish River meets Elliott Bay. The Mouth of Duwamish Wet Weather Facilities Program is one of the largest investments and most complex efforts in water pollution control infrastructure the regional system will undertake. The effort will help King County be a good environmental steward by improving water quality. We must control CSO overflows and limit pollution to Duwamish River and Elliott Bay to do our part in creating healthy water bodies where communities and wildlife thrive and to meet regulatory requirements. The successful candidate will have the opportunity to participate and assume a key role in delivery of this regional water pollution control infrastructure. Working on a Program of this size and budget is rare. The successful applicant will get the opportunity to measurably progress their career.

About the Role:

The CSOs were designed many decades ago to be overflow relief points in the sewer system during periods of heavy rain. Today, to better protect local water bodies, King County is investing in solutions to limit the number of overflows that occur and to ensure we are meeting regulatory requirements to protect water quality and public health.
This position follows a hybrid work model, blending remote and in-person work.
About the Team:

The King County Wastewater Treatment Division (WTD) CSO Delivery Unit manages Projects to plan, design, and construct facilities that control combined sewer overflows (CSOs) in accordance with regulatory requirements to protect water quality and public health. Facilities range from new large gray infrastructure to smaller existing facility modifications. While carrying out the Program to abate water pollution associated with CSOs, WTD is committed to local agency coordination and appropriate incorporation of King County initiatives such as Equity and Social Justice, Strategic Climate Action Plan, and Clean Water Healthy Habitat goals.

Job Duties

What You Will Be Doing :
Lead management of complex, high-risk wastewater capital new infrastructure projects from concept through final implementation that require preparation of plans, specifications, estimates and scopes of work for public bidding, request for proposal process and/or internal use.
Lead and direct large, high-priority, high-risk capital projects, which require considerable resources and high levels of functional integration.
The position will focus on delivery of combined sewer overflow facilities and potential large projects to direct which are elements of Mouth of Duwamish Wet Weather Facilities such as SODO Wet Weather Treatment Station, Chelan Wet Weather Storage, and other projects as described in the most recent program update the 2018 CSO Control Program Update .
Develop, implement and manage capital project scope of work, schedule, budget and contract requirements; execute plans for the design, procurement and construction phase of assigned projects.
Support/lead negotiations with partners in the delivery effort.
Represent WTD on internal and external communication and coordination efforts.


Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:
A bachelor’s degree in project/program management, engineering, construction management, business administration or closely related field is required.
Work history of progressively responsible experience as a capital project manager responsible for design and construction project delivery through all phases of project implementation.
Advanced knowledge of project management processes and knowledge areas as described by the Project Management Institute’s Project Management Body of Knowledge.
Knowledge of engineering and construction management techniques and principles, contract administration principles, and critical path method (CPM) project scheduling.
Experience working with capital facility delivery methods including design bid build, General Contractor Construction Manager (GCCM), and Progressive Design Build (PDB).
Skill in managing a number of projects or programs concurrently.
Skill in multi-mode communications to different audiences, ability to build partnerships, skill in conflict resolution, strategic and tactile problem solving, team building and leading project teams.

Ability to work through complexity to solve problems.
Skill and knowledge in handling politically sensitive issues, intergovernmental relations, and legislative process.
Project Management Institute certifications or equivalent including Project Management Professional (PMP).

Work Condition:

Work Details: The CSO Delivery team works in a hybrid model, with days in the office as well as telecommuting.The ratio of remote to onsite work will be dependent on the business needs and is subject to change.The primary onsite location is the collaboration space at King Street Center - 201 S. Jackson St, Seattle, WA 98104, future Project Office is SODO area of Seattle and other wastewater treatment facilities.
Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
Union Representation: This position is represented by Technical Employees’ Association (TEA) - Wastewater Treatment Division.
Physical Requirement: Office work setting with some time on construction sites.
