The Role Responsibilities

The Director, Head CPBB Fraud Risk-Partnerships is a permanent role that requires strong business acumen and deep knowledge and experience in the Fraud Risk and strategy. The successful candidate will have a strong understanding of operating in a FIRST line capacity within a fraud risk management function, and can respond flexibly and collaboratively to evolving business, regulatory and fraud threat requirements. Candidate to have proven experience (14+ years Financial Services, Fintechs) in Partnership Fraud risk management and Fraud strategy. The role reports directly to the CPBB Head Fraud Risk: Lending, Business Banking, Trade and Partnerships. This role will work closely with the Fraud Risk organization (1LOD, 2LOD) and other stakeholders to manage Fraud Risk strategy. The role will provide for,
• Managing Consumer Private and Business Banking ("CPBB") Partnerships- fraud risk and strategy
• Managing Fraud risk strategy, activities and processes effectively and efficiently aligned to the business strategy.

Strategy
• The Director, Head CPBB Fraud Risk-Partnerships is a permanent role that requires strong business acumen and deep knowledge and experience in the Fraud Risk and strategy.
• The successful candidate will have a strong understanding of operating in a FIRST line capacity within a fraud risk management organisation, and can respond flexibly and collaboratively to evolving business, regulatory and fraud threat requirements. This role will work closely with the Fraud Risk organization and other stakeholders to address Fraud Risk as an operational risk sub-type for the.
• The role will provide for, managing Consumer Private and Business Banking ("CPBB") Partnerships- fraud risk and strategy

Business
• The primary purpose of this position to manage Partnership fraud risk and ensure that fraud losses are within established fraud risk appetite. The incumbent to define partnership fraud controls and monitor that they are operating effectively/ efficiently to ensure fraud risk is appropriately managed. The incumbent to Identify and prioritize fraud risk in various strategic partnership opportunities across various markets.
• This requires collaboration with stakeholders at both partner organisations and bank to identify preventive and detective fraud risk controls. The role will support the CPBB Head Fraud Risk: Lending, Business Banking, Trade and Partnerships in their role as the Bank's executive accountable for Partnership fraud risk.
• The successful candidate will work closely with the Head, CPBB Fraud Risk; Head FCSO; Head FRSC; and the Partnership- Business CROs, COOs, CCH, Business banking and other key stakeholders to drive requirements and help set priorities for Partnership fraud risk strategy and investment based on acceptable risk tolerance; taking into account the evolving threat and regulatory landscape, policies and standards, and technology infrastructure.

Processes

The major functional activities (Partnership Fraud Risk Management: "PFRM") that this role will lead and manage are:
• Support and drive standardisation, automation and consolidation through re-engineering and process improvement PFRM initiatives/ strategy for the country.
• Understand and define PFRM approach with suitable products and offerings in the partnership engagements across various geographies.
• Take a hands-on approach, whether preparing fraud risk controls (Prevention/ detection), or develop fraud risk monitoring methodology/ tools, to ensure all partnership activities are complying to applicable group fraud risk guidelines.
• Develop, review, and maintain partnership customer onboarding and transaction- fraud detection strategy (tools, capabilities, skills and infrastructure
• Work closely with technology, business, second line of defence, service, credit risk and analytics to implement core PFRM framework.
• Review of product documentation applications, statements, alerts, terms, client communications, FAQs, etc.; from PFRM perspective
• Conduct and finalize Fraud risk assessments for new partnerships.
• Act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated through the relevant risk forums and committees.
• Implement the CPBB partnership fraud risk framework and monitor the fraud risk metrics to identify potential control weaknesses.
• Strong collaboration and concerted efforts with 1) Internal key stakeholders/partners (e.g., Partnership business team, FRSC, CPBB Risk, Products, Operations, Operational Risk, CFCC, Technology); 2) External partners
• Share information on Partnership fraud trends and identifying emerging fraud threats.
• Accountable for pre-booking/ post booking/ lending/ business banking and trade fraud scenarios development/ fine-tuning to influence detection rates and FPR (false positive rates) in Fraud Screening and Trade surveillance.
• Monthly review with stakeholders across Group and Countries
• Sharing of significant fraud MO, root causes and best practices are included in the Global standards.
• Support and provide feedback/guidance on issues faced within the region through performance review with Country/ Regional FRM teams.
• Design and develop a global standard application verification approach for pre-booking and post-booking scenarios for partnerships

People and Talent
• Lead through example and build the appropriate culture and values.
• Set appropriate tone and expectations from team and work in collaboration with risk and control partners.
• Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.

Risk Management
• Deliver the defined aspects of the Partnership fraud risk role to support the Group's PFRM approach and objectives.
• Ensure that the PFRM role is managed in accordance with the defined Fraud Risk Framework and associated Policy and Standards, and those issues are identified, escalated, and addressed as appropriate.

Governance
• Drive integration of trade fraud risk framework and associated Policy and Standards into countries, business lines

Regulatory and Business Conduct
• Display exemplary conduct and live by the Group's Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
• Lead the Group Fraud risk team to achieve the outcomes set out in the Bank's Conduct Principles: [Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment].
• Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Other Responsibilities
• Establish strong relationships with identified stakeholders across the business lines and understand their strategic goals, in order to ensure Fraud risk management and alignment.
• Prepare, present and demonstrate fraud risk capabilities in relevant risk committees, steering groups and cross-business forums.
• Measure efficient and effective management of Fraud risk through applicable controls and tools.
• Build trusted working relationships with other functional heads, risk and compliance counterparts, and business unit stakeholders.
• Utilise appropriate risk management tool(s) to manage, track and monitor Fraud risks across the business lines.
• Maintain sufficient and appropriate evidence of work performed for review by Group Internal Audit and others.
• Monitor, assess and advise business lines on acceptable risk tolerances based on policy and control environment and the evolving regulatory and threat landscape.

Our Ideal Candidate
• Proven experience (14+ years- Financial Services, Fintechs) in Partnership fraud risk management and Fraud strategy
• Bachelor's Degree in Engineering, Finance & Accounting, Law, Business Management, or other related discipline.
• Thorough understanding of Partnership products (Buy Now Pay later, personal loans, credit cards, payments, Business Banking), finance, and associated fraud risks, threats, and internal controls.
• Graduate degree (Master's) and/or professional certifications have an advantage (e.g., CA, CFE, CPA).
• Experience working in or with the financial services industry/ fintechs with keen understanding of business and operational environments for Partnerships.
• Strong leadership, negotiation and collaboration skills, and ability to work effectively in a complex multicultural and multi-time zone organization.
• Strong analytical and program management skills.
• Ability to collect and analyse data, establish facts, and make recommendations in written and oral form.
• Ability to liaise with all partners of the Bank, including risk and business stakeholders.
• Excellent oral, written and communication skills.
