Job Description

SUMMARY:

The Director of Contracts manages and audits the function and performance of contract staff by ensuring daily activities and functions are completed per contract requirements. Observes and complies with state, federal, and other contract requirements and governing bodies and regulations. Develops, implements, and oversees processes and administration of established contracts. Evaluates and makes recommendations to submit RFP responses and provides recommendations to management, to include compliance with Source America and Work Quest requirements as needed.

ESSENTIAL FUNCTIONS:

Ensures daily activities and functions are completed on all contracts, including but not limited to state and federal contracts in accordance with contract and or governing body requirements.
Supervises assigned contract staff in daily operations according to contract requirements.
DUTIES & RESPONSIBILITIES:

Analyzes agency contract requirements and ensures compliance.
Provides annual operating plan for the contract services department.
Ensures compliance with contract and program requirements, and reports information as needed to regulatory agencies (Source America and Work Quest).
Builds and fosters positive business relationships with referral agencies and contracting businesses.
Assures operations are safe for contract staff and maintains appropriate PPE per contract requirements.
Seeks opportunities to develop new business opportunities and relationships with potential contractual agencies.
Provides ongoing focus on safety initiatives to the contract department employees and staff. Reports accidents and incidents in a timely manner.
Ability to interpret and apply federal and state regulations related to occupational safety and health rules and regulations.
Meets with staff on a regular basis to provide training and development, performance feedback, enforce policies and procedures, regulations, and safety standards. Participates as an active member of the Safety Committee.
Creates and maintains financial tracking of contract revenue. Prepares reports such as financial, operating, and statistical charts, graphs, and spreadsheets as necessary and requested by management.
Ability to apply knowledge of departmental policies and management practices.
Ability to interpret federal and state regulations concerning contract regulations and guidelines related to contract specifications, management, and compliance.
Ensures department staff receives timely delivery of products required for work, maintains inventory and cost accounting of supplies per each contract.
Prepares progress reports and gives presentations to management and staff on accomplishments.
Advises management on compliance issues, requirements, and implementation strategies.
Acts as a liaison between departments and contract customers in case of disputes, clarifications, and complaints. Recommends appropriate solutions in the event of unsatisfactory performance.
Conducts payroll verification, review, and submission to accounting for payroll processing. Manages labor hour distribution in accordance with contract requirements.
Prepares and provides performance evaluation/feedback according to policies and procedures and makes recommendations to management.
Administers disciplinary process according to policies and procedures and as needed.
Manages and communicates effectively with persons with disabilities or barriers to employment as per the Mission of the organization.
Must maintain a satisfactory work-life balance to promote physical, mental health, improve commitment, and motivation to work.
Establishes and maintains effective working relationships with coworkers, vendors, contractors, regulatory agencies, and the public.
Conducts pre/post and periodic evaluations of performance with each contract customer.
Perform other duties as assigned.
QUALIFICATIONS:

Bachelor’s degree in business or public administration or related field; or equivalent work-related experience.
Proven experience in contract development and administration.
Excellent and proficient written and verbal communication skills. Must be able to professionally interact with employees, applicants, the public, and business contacts.
Must have a valid driver’s license and proof of liability insurance. Must have and maintain an acceptable driving record, subject to periodic MVR review.
