Under direction of the Executive Director of Enforcement Operations (M-II), the Director of Special Projects (Administrative Director of Social Services, NM-I), with great latitude for the exercise of independent judgment, assists in providing overall support to the leadership team in the HRA Office of Child Support Services (OCSS) Division of Enforcement Operations. The Director manages staff handling administrative and judicial enforcement measures and helps to plan, direct and ensure successful implementation of critical projects and initiatives such as the Non-Custodial (NCP) Early Intervention Initiative with the goal of increasing compliance with child support orders and increasing collections.

The Director troubleshoots problem areas and works with other Division of Enforcement Operations and other OCSS units to resolve obstacles at the earliest stages. The Director acts as a liaison with other program areas within OCSS, Human Resources Administration (HRA), DSS Office of Legal Affairs (OLA), state and city agencies to ensure coordinated and efficient services to ensure families with an NYC OCSS child support case receive child support payments on a timely basis.

The HRA Office of Child Support Services (OCSS) Division of Enforcement Operation is recruiting for one (1) Administrative Director of Social Services, NM-I to function as a Director of Special Projects/Enforcement who will:

Oversee the proper implementation of administrative and judicial enforcement measures including cost of living adjustments (COLA) orders, income withholding orders (IWO’s), medical execution orders (MEDX), violation petitions, upward modification petitions and other court related projects and filings.

Provide management oversight and direction for the day-to-day operations of two units each made of up one Supervisor I and four to six Caseworkers. Conduct unit staff meetings, facilitating and encouraging relevant discussion, and keeping staff abreast of agency goals and priorities.

Assist the Deputy Commissioner and Executive Director of Enforcement Operations in the implementation of enforcement procedures and guidelines in conformity with Federal and State regulations to ensure that delinquent respondents are referred back to court when indicated, and that income withholding orders and other enforcement remedies are implemented appropriately.

Plan, direct and administer the implementation and management of critical projects including family violence case issues, and city and state pilot initiatives such as OCSS’s Non-Custodial Parent Early Intervention project, which focuses on staff outreach efforts to the noncustodial parent (NCP) ensuring they are guided through the complexities of the child support system from inception of the order of support to the child’s emancipation.

Act as a project leader providing oversight to Enforcement staff in completing special projects as requested by senior management; defines and manages the scope of projects; organizes and tracks schedules; establishes and maintains training and development plans for staff and unit supervisors; and provides technical guidance in resolving problems. Coordinates and implements ad hoc special projects, including agency case clean-up program, which involves reviewing and investigating case status and directing follow up as needed.

Review and analyze performance reports to determine areas of improvement, helps determine the best course of action to refine projects and maximize its effectiveness; reviews caseworker and supervisor reports and suggests improvements when necessary. Develops, evaluates and monitors division management reports, clean-up reports and other ad hoc reports as requested by senior management to identify operational improvements with the purpose of refining the overall performance of child support.

Track operational activity according to goals, milestones and timelines for stakeholders and provide reports to the Executive Deputy Commissioner and her assignees.

Collaborate with the OCSS Systems Administration Unit to develop automated solutions for handling the Division of Enforcement Operations workload and to develop management data reports, automating projects or working with Procedure Unit staff to draft staff procedures and desk guides to ensure the integrity and quality of the workload processing.

Minimum Qualifications


1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.

- Strong knowledge of ASSETS, HRA One Viewer, Lexis/Nexis, Accurint, WMS, UCMS, DMV records, Internet and Family Court Procedure. - Management experience reviewing, analyzing and reporting data and supervising in-depth case reviews. - Strong competency with Microsoft Excel. - Strong written and oral communication skills strong analytical skills. - Ability to work independently and collaboratively in fast-paced work environment and to adapt to changing program needs and priorities. - Strong supervisory skills. - Strong interpersonal and customer service skills. - Ability to work effectively with a wide range of individuals in a diverse work environment, to promote a cooperative work environment and to lead teams to accomplish goals.
