Reporting to the Chief Operating Officer (COO), the Director, of Programs and Partnerships is responsible for leading a team of staff who provide strategic advice and support to the COO and the Regional Operations teams on program development and strategy, corporate-level partnership development and complex community responses to address emerging needs. They will develop and implement business processes, strategies and policies to support the regional operations teams, related to the social and economic development of TCHC communities.
The incumbent will provide subject matter expertise to the senior leadership team to leverage TCHC assets (eg – non-residential space). They will work with the regional operations team to develop targeted interventions and initiatives to support the development and sustainment of healthy TCHC communities.
This role will lead the Programs and Partnerships team and will serve as a back-end support to the regional operations team, and the Operations team at large. In response to issues flagged by the regional operations team, they will collaborate closely with various TCHC stakeholders, external agencies, external funders and partners to develop policies, business processes and frameworks to address community wide issues related to youth development, community-level conflict resolution, violence reduction, and economic and community development. Working in collaboration with these various stakeholders, this role will be required to lead the development of strategies and programs that support the regional operations teams to improve outcomes for tenants and communities.
This role is responsible for developing and overseeing the framework for use of non-residential space by agencies and tenant groups, maintaining and building on relationships with funding partners and for managing the corporate partnerships that require support from the operations team or are implemented locally including our scholarship administration program.
What you’ll do
Program and Service Development:
Leads teams to develop service delivery strategies in consultation with tenants, staff and stakeholders that promote neighborhood safety and vulnerable tenant support, economic opportunities and social inclusion.
Working closely with the General Manager(s) and the Director of Tenant Engagement and Community Development, the Director, Programs and Partnerships will support the development of division-wide programs and partnerships in the areas of community and economic development, complex tenancies and vulnerable tenants/community programs, and violence reduction. The types of programs and partnerships that this role develops are those that require project management support and that involve multiple internal and external stakeholders, as well as consistent implementation across all regions.
Develops and supports the implementation of innovative Economic
Development strategies and/partnerships to support opportunities for tenant employment and business development including new corporate-level sponsorships and sources of financial support.
Conducts program evaluation and quality control on corporate programs (eg Youthworx, VRP, Use of Space), ensuring consistent service delivery across all regional teams.
Develops and supports the implementation of strategic approaches to
Sponsorships and Grants and leads the identification and acquisition of sponsorships and grants to fund gaps in identified community program needs, including oversight of the Investing in Our Diversity Scholarship program.
Develops and maintains service level agreements with internal and external stakeholders.
Partnership development
Identify and develop corporate-wide strategic partnerships with external/internal stakeholders to advance priorities related to community and economic development, youth development, community-level conflict resolution, and violence reduction
Work pro-actively with key stakeholders including community agencies, policy-makers and city departments to develop broad and high impact interventions that address solutions to emerging community problems.
Acts as a key liaison amongst local staff, community partners, elected officials, residents and others; serves as organizational lead at City-wide tables
Use of Space
Manage the framework for use of non-residential space by agencies and tenant groups, in partnership with regional operations teams with the goal of soliciting partnerships that address identified community needs.
Oversee the review, assess, and respond to approval requests, tenant program and service requests, and Use of Space requests
Resource Management
Ensures the cost-effective and responsible management of the Program and partnership office’s financial, material and human resources to achieve mandated results
Developments and administers the Program and Partnership’s budget; monitors expenditures to ensure required budgetary compliance
Determines staffing levels and recruits staff, as required
Works to ensure staff have access to appropriate resources to effectively and efficiently carry out their responsibilities within the units mandate
Leadership
Provides leadership and effective management of staff including setting appropriate context , building a positive and productive team, effectively managing performance, identifying and resolving compliance issues to ensure adherence to TCHC policies and controls
Actively participates and contributes to the ongoing strategic leadership of operations at TCHC; advising and providing guidance in the planning, development and action of short and long term strategic business plans that affect Tenants
Prepares reports for various stakeholders including the Chief Operating Officer, executives and the Board as well as other external agencies
Provides leadership, direction and support to a diverse, multi-disciplinary team promoting a culture of tenant centric customer excellence
Ensures development and execution of progressive performance plans and a service delivery model within the unit.
Maintains adherence to established People and Culture policies and procedure including collective agreements.
Ensures compliance with relevant legislation
Promotes the Toronto Community Housing Culture Model within the Unit
What you’ll need
University Degree/ college diploma in Social Work, Business, Public Policy or Social Sciences or an appropriate combination of experience and education.
7 years progressive management experience in in senior management position. Experience in program design and delivery, partner engagement, public sector, or non-profit.
In depth knowledge of social housing services and challenges including social work and dealing with vulnerable populations;
Progressive management experience with some of that time in a senior management position. Experience in the not for profit, social services or public sector. Experience in program design and evaluation, partner engagement, team building and project management
Demonstrated progressive experience in partnership development, leading multisectoral initiatives, working with diverse stakeholders including private sector, non-profits, other orders of government and the community-based sector.
Demonstrated experience of public sector program development and evaluation
Strong strategic thinking and decision-making skills; the ability to develop creative solutions for a variety of current and emerging organizational and industry challenges;
Well-developed people leadership and relationship building skills;
Knowledge of principles of public sector fundraising and/or granting programs an asset
Excellent communication skills (verbal and written); capable of establishing a high level of credibility, both internally and externally, with a wide variety of stakeholders;
