Roles and Responsibility
Job Summary
• Ensure that the Treasury's framework including liquidity risk management, Fund Transfer Pricing (FTP) and IRRBB is appropriately and consistently applied

Strategy
• Awareness and understanding of the Group and Country's business strategy and model appropriate to the role

Business
• Control and supervision of the management of liquidity risk and IRRBB in area of responsibility.
• Develop proactive engagement with business and key stakeholders in pursuit of balanced risk / return positions via discussions on liquidity and IRRBB exposures and limits, as well as FTP issues.
• Provide analysis of risk exposures, market commentaries, and analysis of variances to senior management in Treasury and Country management as and when required.
• Set suitable risk limits/MATs for Region/entities to ensure compliance with Group and local board risk appetite and Adapt policy and standards to meet local requirements. Encourage appropriate view of a particular risk if not currently formally recognized for Region or entity. Ensure function adheres to requirements of internal, regulatory audits and Risk oversight.
• Support ALCOs in their balance sheet management.
• Contribute towards development of the Group's strategic risk management capability and risk/return assessments and benchmarks.
• Establish and maintain control framework to ensure compliance with internal policies, procedures, Group/local regulatory requirements, code of conducts, and applicable external laws and regulations.
• Maintain appropriate relationships with Regulators and Rating agencies and liaise with internal / external auditors.
• Oversight of local recovery plans and any resolution requirements and be responsible for overseeing the internal processes regarding their governance. Ultimate responsibility for all management actions owned by Treasury as defined under the recovery plans.
• Review and approve country addendums ensuring risk can be monitored within the prescribed booking model.
• ICAAPs - overview of outcomes and impacts of ICAAPs. Work with stress testing team to consider impacts of stress on Region / entities and propose business changes in response
• Propose appropriate returns for businesses, question low returning assets. Consider all low returning business or those with negative impact and propose adjustments / incentives
• Work with Group Treasury on balance sheets optimisation to input into booking policies and then drive most appropriate booking model / locations across the Region

Processes
• Act as the process owner of Treasury Liquidity Process as per ORF structure.

People & Talent
• As a manager, the jobholder needs to assist the team head to:-
• Coordinate with support teams in GFS and provide necessary guidance / coaching
• Provide guidance and support and work closely with peer teammates

Risk Management
• Act as the Country Treasury control owner under the Group's Risk Management Framework, including relevant Operational Risk Framework ownership for liquidity risk, earnings risk and FTP.

Governance
• Awareness and understanding of the regulatory framework in which the Group/Country operates, and the regulatory requirements and expectations relevant to the role

• Members of relevant committees e.g ALCO, Risk Committees
• Country Management Team
• External stakeholders include country regulators and auditors

Our Ideal Candidate
• Professional qualification in accounting, finance or risk management,
• Good knowledge of balance sheet management and liquidity, market, operational risk management concepts.
• Excellent analytical skills and sound judgement in a rapidly changing and often stressful environment.
• Good business acumen and multicultural sensitivity.
• Self starter and quick learner, can demonstrate high level of team spirit.
• Able to work in temporarily stressful environment and committed for delivery.

Must have an in depth knowledge of:
• Liquidity risk, IRRBB, RRP, ICAAP and FTP models and methodologies
• Liquidity risk, IRRBB, RRP, ICAAP and FTP regulations and guidelines
• workings of financial markets
• risk management system platforms
• Must possess strong verbal and written communication skills.
