Primary objective
As a member of the Offender Rehabilitation and Engagement Directorate ensure the delivery of core business outcomes through the
provision of offender management services, including offender programs, rehabilitation and reintegration, sentence management, health
and welfare, education and vocational training and external support services.
Key duties and responsibilities
1. Manage a multi-disciplinary team to effectively implement all departmental offender management policies, programs and services
within the appropriate legal, security and risk management framework.
2. Develop and maintain an effective and seamless interface between offender management and other operational support areas in
particular Vocational Education and Prisoner Industries.
3. Provide operational advice and actively participate in the development of departmental policies relating to the management of
offenders.
4. Develop and maintain a through care framework for effective Sentence Planning and Reintegration of prisoners within the
Correctional environment.
5. Ensure that the implementation of policies and programs within the centre is undertaken in a way that recognises and addresses the
needs of diverse cultural groups represented in the offender population and is in accordance with departmental policy.
6. Oversight and ensure the effective delivery and maintenance of offence specific programmes.
7. Establish external networks within government and non-government organisations that support the Northern Territory Correctional
Services offender management framework.
Selection criteria
Essential
1. Demonstrated expertise in leading and managing a multi-disciplinary team and building and maintaining successful working
relationships, to achieve integrated outcomes and the capacity to apply these within a correctional environment.
2. Demonstrated understanding of contemporary theory and best practice in respect of offender program management and services,
including the preparation and planning of complex reports and submissions and negotiation of recommendations.
3. Demonstrated understanding, or ability to rapidly acquire an understanding, of the complexities of a correctional environment and
the implications for the day to day management of offenders whilst providing high quality offender programs and services.
4. Demonstrated ability to manage change and implement best practice policies, systems and standards including the ability to set
priorities, resolve conflict and manage risk within allocated resources.
5. Demonstrated high level of consultation n, negotiation, and stakeholder management skills, including high level oral and written
communication skills, and a demonstrated ability to interact as an effective management team member and liaise with people from
diverse cultural backgrounds.
6. Demonstrated experience in strategic planning processes and the ability to analyse, interpret and implement agency strategic plans.
Desirable
1. Relevant qualifications (e.g. Degree in Psychology/Criminology, Social Work, Community Services, Community).
2. Demonstrated sound understanding of, or experience working within, the criminal justice system, in the delivery of programs to
offenders.
