The Department of Social Health Services and Home and Community Services (HCS) have an exciting opportunity for a Financial Training and Quality Assurance Program Manager. In this role, you will be accountable for all statewide aspects of financial training and Quality Assurance oversight. You will provide leadership and direction to the financial staff in the Statewide Eligibility and Service Delivery Team, ensuring excellence and compliance in all financial operations, setting performance expectations, recruiting, training, mentoring & coaching, evaluating, and initiating corrective actions as needed. You will directly supervise at least ten direct reports, consisting of Social and Health Program Consultant 4’s.

Some of what you will be doing:

Supervise Social and Health Program Consultants.
Plan, lead, direct, and implement long-term care services, program standards, and statewide operating procedures for staff statewide.
Coordinate HCS statewide response to financial training needs related to quality assurance activities.
Participate directly or ensure statewide representation at all training meetings, coordination meetings and systems change meetings.
Ensure that statewide information and data tracking is accurate and timely.
Train new and experienced staff to perform their job duties efficiently and effectively.
Direct the activities and set expectations for performance and develop work plans.
Ensure staff are trained in all regional programs and that statewide policies are followed.
Develop statewide operating procedures and provide training and policy clarification.
Independently manage, direct, operate, and implement statewide policies and procedures.
Resolve complex issues that have a broad impact and may involve conflicting rules and regulations, a range of possible solutions, or other elements that contribute to complexity.
Provide training, coaching, and evaluation, and initiate corrective/disciplinary action, when necessary, which includes conducting formal investigations.
Train supervisors in current policies and procedures. Prepare and conduct performance evaluations timely in accordance with personnel policies.
Who should apply?

A master's degree in Business Administration, Public Administration, Social Services, or allied fields AND four years of professional experience in planning, administering, or developing social and health services programs;
OR
A bachelor's degree in Business Administration, Public Administration, Social Services, or allied fields AND five years of experience of professional experience in planning, administering, or developing social and health services programs;
Note: Equivalent education or experience, including public or private sector business management experience, may substitute year for year for formal education
AND
Must be able to effectively lead, direct, and manage many staff, including first-line supervisors in a very diverse setting within a large geographic area.
Must be an effective manager of first-line supervisors and professional staff with the knowledge to effectively plan for program implementation, manage programs, and use of the automated client eligibility system (ACES).
Desired knowledge, skills, and abilities:

Skill to communicate the mission and goals of HCS to staff in a manner that assists staff to understand their professional responsibility to carry out agency policy and to comply with the regulations which govern HCLA programs.
Knowledge of and skills to interpret existing state and federal statutes and regulations about Home and Community Services financial programs; the ability to interpret those statutes and regulations into policies and procedures; to clearly, concisely, and timely communicate such to staff.
Ability to produce work products that are accurate, thorough, and on time with minimal supervision and organize the work environment and prioritize work assignments to meet timelines and/or other priority assignments as directed by management
