Job description
This post sits within the Finance Directorate and within that, the Efficiency, Corporate and Reporting Team. This functionally diverse team has branches which include Corporate Services Finance Business Partners, Departmental Controls and Assurance, Finance Change and Professionalism, Financial Accounting and Financial Reporting. This post is within the small Efficiency branch which enjoys substantial links with these, other Finance and departmental teams.
This is a multi-disciplinary role for a motivated and experienced G7 chartered accountant with a strong analytical background and strategic or broader experience. The successful candidate will be proactive and agile, a strong communicator that is able to translate complex concepts to non-expert audiences, navigate uncertainty and build strong working relationships across the department. They will have an aptitude for creative analysis, eye for detail and impactful reporting.

Key responsibilities
This post will provide central co-ordination and expertise across the department's efficiency work.
Responsibilities include:
Ensuring efficient outcomes with HM Treasury, Ministers, the Accounting Officer and relevant internal teams as part of financial settlements and business planning.
Supporting the activity of the Transformation directorate to improve operational efficiency, providing financial advice and ensuring measurability of outcomes.
Provision of impactful efficiency related departmental analysis and insight, creation and maintenance of regular efficiency reporting, and ensuring its integration with broader financial and strategic reporting.
Supporting the DESNZ Executive Committee to fulfil its oversight and scrutiny obligations with respect to departmental efficiency through high quality reporting and advice.
Driving efficiency across the department through identification of potential efficiency initiatives and supporting teams in their delivery, provision of guidance and internal communications to support the efficiency culture.
Managing the HM Treasury relationship in relation to efficiencies, engagement in cross-governmental opportunities to influence further development of the Government Efficiency Framework and implementation within the department of any future changes.
Essential Criteria
Diverse financial experience demonstrating ability to produce high quality detailed outputs, as well as ability to engage on strategic levels.
Ability to navigate uncertainty and create clarity for others, helping stakeholders implement processes and adapt to new ways of doing things.
Excellent analytical and concise reporting skills;
Strong ability to translate complex concepts to non-expert audiences and to influence diverse stakeholder groups.
Desirable Criteria
Understanding and application of efficiency concepts within Government and knowledge of the Government Efficiency Framework.
Leading roles in significant change programmes.
Qualifications
Fully qualified ACCA, CA, ACA, CIPFA or CIMA accountant
Memberships
Existing membership of relevant accountancy institute
