Join Our Team! Hamilton County (OH) Emergency Management & Homeland Security Agency (EMHSA) is seeking a dedicated professional and problem solver to serve as our Training & Exercise Coordinator. Hamilton County EMHSA is a progressive county-level Emergency Management Agency operating in Cincinnati, OH that focuses on all-hazard emergency management for a diverse county with urban, suburban, and rural populations. In addition to salary, a stipend is also provided for each weekly on-call rotation served. Applicable professional development is also supported and funded by the Agency, after probationary period. Professional development includes but is not limited to applicable certifications (e.g., OCEM and CEM), pertinent trainings and conferences (local, state, and federal including the Emergency Management Institute) and involvement in emergency management associations and programs (e.g., IAEM, EMAO, EMAP).

As part of the Operations Division, the individual selected for this position will enhance our operational readiness by managing our emergency management training and exercise program for Hamilton County, OH and serving as the technical expert on this subject for the Agency. This individual will work to develop and execute both discussion and operations-based exercises with internal and external partners using the Homeland Security Exercise and Evaluation Program format. Additionally, they will identify and evaluate the training needs of Hamilton County and its 4+ jurisdictions and coordinate offering the appropriate courses to fill identified gaps.

Duties for this position includes:

• Manage the Hamilton County Training & Exercise Program: Build operational readiness, through assisting in identifying and coordinating needed trainings and exercises to address preparedness priorities identified in the Integrated Preparedness Plan. In conjunction with the Preparedness Division, support developing the Integrated Preparedness Plan and other planning and procedural documents. Develop, promote, and coordinate the delivery of trainings focused on addressing gaps related to emergency management. Advise partners on appropriate federal, state, and applicable emergency management trainings. Develop and maintain relations with external public and private partners including participating in applicable federal, state, regional, and local trainings, exercises, and related committees.

• Implement the Hamilton County Exercise Program: In coordination with the Operations Manager and other Agency staff, design and conduct discussion-based and operations-based exercises, in accordance with HSEEP guidance, to evaluate existing emergency management capabilities by testing plans, policies, procedures, equipment, facilities, and the knowledge, skills, and abilities of emergency personnel. This may include managing a contractor for a specific exercise.

• Document and Manage Evaluation and Improvement Planning Process: Support the Operations Division with facilitating after action meetings after exercises and real-world events, documenting lessons learned, and developing and managing improvement planning. This includes assisting with coordinating and tracking the completion of corrective actions.

• Provide Exercise Support and Technical Assistance: Assist with designing, facilitating, controlling, and evaluating exercises for local jurisdictions and community partners. This includes advising on documenting lessons learned and improvement planning. Build and maintain a library of exercise resources that can be utilized.

• Develop and Maintain Hamilton County Emergency Management Trainings: Support the training of emergency management partners through developing and updating Hamilton County specific emergency manager trainings, as needed. Serve as an instructor in teaching Agency-led courses.

• Manage the Internship Program: Oversee a structured internship program for the Agency that aims to educate interns on emergency management and assist them in gaining experience in the field. Advertise opportunities to applicable colleges and universities, interview candidates, and supervise and review projects in conjunction with other appropriate staff.

• Participate in Activations of the County EOC: Participate in activations of the County EOC. Learn and fulfill multiple roles in the EOC and support other members of the EOC team in completing their duties during an EOC activation.

• Serve On Call: Monitor the county for potential hazards and support local and county incident management on behalf of the Agency. Participation in On Call duty officer rotation as required. On call rotation is required of the position.

Requirements (Education, Experience, Licensure, Certification): :

• Bachelor's Degree in relevant field (Emergency Management; Public Management; etc.) AND minimum of three (3) years of experience in emergency management, public safety (i.e., local fire, EMS, law enforcement, or rescue), public health, healthcare, nonprofit, or a related field with experience in designing, controlling, evaluating and participating in both discussion- and operations-based exercises. Additional formal education such as a master's degree may substitute for up to two (2) years of experience based degree type and relevance to the field

• Completion of ICS 100, 200, 700, 800

• After one (1) year of employment, must have successfully completed the FEMA Professional Development Series and ICS 300 and 400

• A valid Driver's License is required from state of current residency (OH, KY, IN).

• Homeland Security Exercise and Evaluation Program - within six (6) months

• Professional Development Series, Federal Emergency Management Agency - within one year

• ICS 300 and 400 - within one year

• Master Exercise Practitioner - within five years

• Certified Emergency Manager - within four years

Preferred Qualifications:

• The preferred candidate will have a minimum of three to five years of experience working with emergency management exercise experience. This may be in an emergency management, public health, healthcare, nonprofit, private sector, or first responder setting. In addition to a bachelor's degree, the preferred candidate will have completed FEMA's Independent Study courses IS-100.c, IS-200.c, IS-700.b, IS-800.d, ICS 300 and 400, and HSEEP.

Working Conditions

• Work is performed primarily indoors in an office setting. The noise level in the work environment is low to moderate. While performing the duties of this position, the employee may be required to travel. On call duty required on a scheduled and no notice basis.
