Assistant Managers - Industry, Compliance and Enforcement Branch
Executive Level 1
What you'll do
The Office of the eSafety Commissioner's (eSafety) purpose is to help safeguard Australians at risk from online harms and to promote safer, more positive online experiences.
eSafety leads and co-ordinates the online safety efforts across Commonwealth departments, authorities and agencies and engages with key online safety stakeholders. It has a broad remit which includes administering complaint schemes and the creation of audience-specific content and programs to help educate all Australians about online safety.
eSafety is committed to addressing a range of online harms encountered by Australians of all ages, including cyberbullying, image-based abuse, online child ****** abuse material and content depicting terrorist and extremist violence.
There are two EL1 Assistant Manager opportunities in the Industry, Compliance and Enforcement Branch in the following teams:
The ‘Phase 2’ Codes team, focussed on preventing children’s access to age-inappropriate material such as pornography. These codes are currently being drafted by industry associations in Australia, before being provided to eSafety to consider whether they provide appropriate safeguards.
The Basic Online Safety Expectations team, who use powers under the Online Safety Act to improve the transparency and accountability of online services, through the use of legal notices and other powers.
The successful candidate will:
Be a key member of a team of passionate, high-performing staff, working flexibly across the branch on key projects.
Provide information and advice to the relevant manager and senior leadership team on the implementation and enforcement of regulatory schemes to achieve eSafety’s mission of making the online world a safer and more positive place for Australians.
Build an evidence base to support eSafety’s delivery of our regulatory schemes from a wide range of sources, and (where obligations are in force) assess digital services’ compliance with their requirements under the Online Safety Act, drawing on insights from a range of sources, including direct engagement with services, eSafety’s investigations schemes, law enforcement, other regulators, academia and victims groups.
Monitor and contribute to relevant policy papers, briefs, discussions and developments relating to digital services regulation and trends in harms and technology, and work to promote regulatory cooperation and coherence.
Work closely and collaboratively with other teams across eSafety, including the investigations teams, the legal team, the research team and the strategic communications team on all facets of the team’s work.
Support engagement with stakeholders across the online industry, government (Australian and international), and non-government organisations, including advocacy groups, researchers, and others
Represent eSafety at various events and fora.
In the Phase 2 Codes team: develop supporting materials to assist industry in implementing our regulatory schemes, including guidance for digital services.
In the BOSE team: in consultation with other teams, develop regulatory notices and meaningful transparency reports for diverse audiences across government, academia, industry, advocacy groups and the general public.
Skills and capability we need
We are looking for candidates who:
Can demonstrate capabilities against the Australian Public Service Commission Integrated Leadership System (ILS) EL1 profile.
Display leadership skills, and an ability to develop and enhance the skills of junior officers.
Demonstrate a proven ability to manage competing priorities and adapt to changes in the operating environment.
Have experience working with the online industry and an understanding of the online harms within eSafety’s remit. (Experience working across government and non-government organisations will also be well regarded.)
Are familiar with the regulation of digital services, particularly the Online Safety Act 2021 (Cth) or related legislative frameworks across Australia and the globe. (Experience working with regulated entities to promote their compliance with obligations will also be highly regarded.)
Have experience in regulatory development, implementation and/or investigations and compliance processes.
Have excellent verbal and written communication skills, with proven experience in stakeholder consultation and engagement.
Demonstrate strong strategic and analytical skills.
Excel in a highly dynamic and fast-paced environment.

Please be aware that this role does not involve direct exposure to harmful online material (such as child ****** exploitation material), but it does require in-depth and frequent discussion of online harms, which may include child ****** exploitation and abuse and terrorism and violent extremism.

About our team
eSafety’s Industry, Compliance and Enforcement Branch leads eSafety’s regulatory work to improve online safety on a systemic and proactive basis. Other teams in the branch include:
The ‘Phase 1’ Codes and Standards team, focussed on child ****** abuse material, pro-terror material, and other seriously harmful material. The codes and standards cover a wide range of online services, including social media, messaging, gaming, dating, search, app stores, devices and others.
The Social Media Minimum Age team, which is responsible for developing eSafety’s approach to implementing the new social media age restrictions scheme over the coming months, including conducting stakeholder consultation with industry and other stakeholders, before the requirements take effect towards the end of 2026.
The Industry Supervision Team, which is responsible for strategic engagement with a broad array of regulated industry stakeholders to raise their awareness of, and compliance with, their systemic regulatory obligations under the Online Safety Act.
Capability building across our systemic regulatory schemes.
The branch works closely with the legal and strategic communications teams – particularly in relation to our regulatory actions, as well as compliance and enforcement – as well as the teams within eSafety’s Investigations branch, which administer eSafety’s regulatory schemes aimed at remediating harm to individuals.
The Industry, Compliance and Enforcement branch currently has approximately 20 staff across three cities. The branch consistently delivers outstanding work and has a positive and proactive culture.
Additional information
This opportunity is open to existing APS employees, and will be offered to a successful candidate for an initial period of up to 12 months. A permanent S26 transfer at level may be considered for an ongoing APS employee.
