Primary objective

The Executive Director is accountable for the provision of strategic leadership, governance, and high-level advice to progress the

delivery of the Darwin Region Water Supply and Infrastructure Corridors programs.

Context Statement

Infrastructure NT, the Northern Territory’s infrastructure body, undertakes strategic infrastructure planning and development that

co-ordinates and aligns infrastructure needs with economic and population growth, and delivers nationally significant infrastructure

projects.

Key duties and responsibilities

1. Provide high level strategic program delivery and policy advice to the Minister, Chief Executive, executive team and other NTG

agencies through the Infrastructure Commissioner regarding complex and sensitive Darwin Regional Water Supply and

Infrastructure Corridors Program initiatives, policy, stakeholder engagement and/or service matters.

2. Lead a professional and multidisciplinary team to solve complex challenges and deliver innovative and best practice project

development across a range of complex projects and issues where business as usual approaches may not be possible.

3. Manage the Darwin Region Water Supply and Infrastructure Corridors budgets and provide updates and recommendations to

executive management regarding management of this budget.

4. Prepare high-level documentation including Ministerials, Legislative Assembly Briefings and Cabinet Submissions, funding

proposals, decision notes and correspondence and presentations to key stakeholders.

5. Provide a high degree of leadership and utilise contemporary management skills to provide advice and support to enable staff

to build effective team and inter-agency relationships, achieve multi-skilling and to manage change effectively.

Selection criteria

Essential

1. Ability to provide high level strategic advice to the Minister, Infrastructure Commissioner and executive management, industry,

and the public on the end-to-end delivery of a major infrastructure project.

2. Well-developed executive leadership capability with the ability to articulate a vision and translate government and corporate

directions into clear and effective courses of action to achieve desired outcomes.

3. High level oral and written communication skills to support relationship management with people at executive and Ministerial

levels as well as to a range of stakeholders from diverse backgrounds.

4. High level strategic and project planning skills and demonstrated abilities in the development of innovative planning and project

delivery solutions.

5. Demonstrated experience in major project management to assist the planning and delivery team in the precinct planning,

technical design, business case preparation, and delivery for the Darwin Region Water Supply and Infrastructure Corridors

programs.

6. Sound understanding of the political, economic, social, and cultural issues impacting on land development in the Territory

including the differing interests, aspirations, and cultural values of a diverse range of stakeholders.

7. Demonstrated leadership in providing policy advice and guidance in identifying and managing work health and safety issues as

they apply to the workplace and workplace activities of employees and stakeholders.

Desirable

1. Relevant tertiary qualifications in commerce, business, engineering (marine, civil, structural, mechanical, or chemical), project

management or other relevant discipline.
