Financial Manager

The position is in the Boise Office on the Chinden Campus, 11321 West Chinden Blvd, Building 2.

Job Responsibilities:
Direct supervision of Financial Specialist Principals in Management Services Revenue Accounting and Accounts Payable/Procurement
Facilitate accounting and financial controls by applying accounting principles and practices (GAAP and GASB) to accounting business processes
Develop and facilitate presentations on budgeting and accounting procedures including the presentation of complex accounting problems and solutions to agency staff and leaders as well as external stakeholders to include the State Controller's Office, Treasury, etc.
Prepare support documents for budget, e.g., B-4, Performance Management Report (PMR).
Build and maintain dashboards for the operational leadership team to provide at minimum monthly updates on deliverables (an example would be a dashboard for spending plans)
Reporting responsibilities (Comparative, Division Leaders Support, Budget Tracking)
Internal Audit - Review work of accounting staff, e.g., reports, adjustments, comparative
Create OE Process Documentation and ensure compliance with laws, policies, standards, regulations, and recommend process improvements for agency financial procedures
Monitor the GL and budget to actual for the refund fund and spending plan for cash flows
Minimum Qualifications:
Good knowledge of accounting principles and practices. Typically gained by a finance or accounting degree OR at least three years performing accounting duties such as preparing financial statements, reconciling accounts, and managing budgets n a professional setting.
Good knowledge of supervisory practices. Typically gained by at least two years supervising two or more staff.
Experience analyzing financial and auditing data. Typically gained through one or more years of experience using financial systems and tools to assess risk, detect irregularities, and ensure accuracy in financial reporting.
Experience auditing or designing financial systems. Typically gained by at least one year of professional experience performing financial system audits or working with internal controls in a finance or accounting environment.
Experience establishing internal financial or auditing controls. Typically gained by at least one year of professional experience developing, implementing, or evaluating internal control systems within a financial, accounting, or auditing environment.
Experience preparing and making oral presentations. Typically gained by at least one year of professional experience delivering presentations in meetings, training, briefings, or public forums, including preparing materials and communicating complex information clearly to diverse audiences.
Minimum Qualification Specialties:
Experience: Budget development and budgetary control. Typically gained by at least one year of professional experience preparing, monitoring, and managing budgets, including forecasting expenditures, analyzing variance, and ensuring compliance with financial policies and procedures.
Experience: Forecasting and cash management in an enterprise accounting environment. Typically gained by at least one year of professional experience preparing cash flow projections, managing liquidity, and analyzing financial trends within a large-scale or complex accounting system.
Recommending and implementing process changes to gain efficiency. Typically gained by at least one year of professional experience identifying workflow improvements, streamlining procedures, or applying process optimization strategies in a business, administrative, or operational setting.

The starting rate for this position $35.42 per hour.
