About the Role
We are seeking a capable and detail-oriented Financial Systems Officer to join the Financial Systems and Projects branch. In this role, you will provide first-line support, advice, training and analytical assistance to departmental staff on current and future financial systems.
You will investigate and resolve financial system and reporting issues, support the development and maintenance of reports and data outputs, contribute to testing and system enhancements, and assist with scheduled process monitoring and period-end support activities. The role also provides reporting support, financial systems assistance and user training to support effective financial management and system use.

Key Responsibilities:
1. Financial Systems and Reporting Support for Departmental staff (including staff supporting Early Learning Centres)
Provide first-line support for Oracle Cloud ERP, Oracle Analytics Cloud, and Axiom
Investigate, troubleshoot and resolve day-to-day system and reporting issues raised by business users.
Respond to and manage service requests through the department's ticketing processes in a timely manner.
Escalate complex issues where required and work collaboratively with technical teams and vendors to support resolution.
Provide reporting support toto assist with financial management, decision-making and compliance with departmental and statutory requirements.
Provide financial systems support, including assistance with system queries, issue resolution and effective system use.
Deliver guidance and training to departmental staff on relevant financial systems, reports, processes and tools.
Develop and maintain supporting materials, user guidance and documentation to assist departmental staff in using departmental financial systems effectively.

2. System Design, Testing and Enhancement
Contribute to the design, development, configuration and testing of financial systems, reports and associated products.
Support testing activities for system upgrades, fixes, enhancements and new functionality.
Assist in validating system changes to ensure solutions meet business and functional requirements.
Support improvements to system processes, controls and user experience.

3. Reporting and Data Analysis
Support the development, maintenance and validation of financial reports, data outputs and associated tools.
Undertake data analysis and reconciliation activities to identify issues, trends and opportunities for improvement.
Assist in ensuring the accuracy, integrity and usefulness of financial systems data and reporting outputs.
Use advanced Excel functions, pivot tables and data visualisation techniques to support analysis and decision-making.

4. Scheduled Processes and Period-End Support
Monitor scheduled processes and batch jobs across financial systems and identify failures or exceptions.
Support month-end and year-end financial systems period close activities.
Assist in maintaining system readiness during key financial processing periods.

5. Documentation, Training and Continuous Improvement
Develop and maintain system procedures, user guides, process documentation and knowledge articles.
Provide advice, guidance and training to business users to support effective system use.
Contribute to continuous improvement initiatives that enhance the efficiency, effectiveness and reliability of financial systems.
Build effective working relationships with departmental business areas, portfolio agencies, technical teams and vendors.

Desirable Qualifications and Experience

Essential: Experience in providing financial systems support, systems analysis, reporting support and/or testing activities, preferably in a large and complex organisation.
Desirable: Experience with Oracle ERP Cloud, Oracle Analytics Cloud, Axiom, ServiceNow and/or related financial systems and reporting tools.
Desirable: Experience in delivering reporting assistance and user training to a diverse stakeholder group, including operational service delivery environments.
Desirable: Relevant tertiary qualification in Finance, Accounting, Information Technology or a related discipline.

About the Department
The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Financial Systems and Projects branch, which forms part of the Financial Services Division, manages the department's financial and procurement systems. These systems include Oracle Cloud ERP, Oracle Analytics Cloud and Axiom. The branch provides technical and functional support to departmental users (including staff supporting Early Learning Centres) and supports the ongoing enhancement, testing, reporting and operation of the department's financial systems environment.
