SCOPE:
Under the leadership of the General Manager of the Washington DC office, the Government Relations Manager acts as a liaison between the legislative entities and MHIA. This role is responsible for the tracking and analysis of legislative initiatives related to MHI Group business not limited to Hydrogen, Carbon Capture and Power Producing industry issues Provides General Manager and top management with regular reports on potential opportunities and documents legislation affecting company business and policies.
Working in conjunction with key MHIA and Mitsubishi Power America team members, the Government Relations Manager will support the development of responses to support to the Company initiatives that are reforming deliverables and models in both private and public sector.
JOB RESPONSIBILITIES
Provide relevant legislative insights to the General Manager and key recommendations for the business.
Coordinate with GM to gather and distribute information on all industries related to the MHI Group business, research, compile, analyze, and distribute US economic information as it relates to the Group. Draft and regularly publish, distribute to appropriate personnel analysis on the impact of proposed policy positions, including commercial risks and opportunities to the Group
Serve as Energy Policy and Regulatory specialist. Provide strategic analysis and guidance in the energy policy and regulatory practices for the MHI Group within Decarbonizing industry such as Hydrogen, Carbon capture and storage (CCS).
Responsible for the tracking and analyses of legislative initiatives including the areas of Hydrogen, Carbon capture, and power producing industry issues.
Provide strategic information and analysis on energy policy and regulations related to Decarbonization business, such as Hydrogen, CCS, clean and renewable energy programs, and incentives provided through government funded initiatives such as the Inflation Reduction Act (IRA) and Infrastructure Investment Jobs Act (IIJA).
Draft and regularly publish analysis on the impact of proposed policy positions, including commercial risks and opportunities to the company.
Provide political and governmental expertise to assigned area. Assist with Governmental Relations programs, including grass roots efforts.
Guide MHIA and lead consulting services and lobbying firm to achieve the lobbying goal as a registered lobbyist. Maintain compliance of required lobby disclosure.
Maintain a high level of knowledge on the local, state and federal governmental political climate. Effectively responds to customer issues referred to by elected representatives.
Assist in the development and implementation of a plan to build a strong political network for the company in the United States where the company conducts business activities. This includes building relationships with our locations and the state representatives who represent those locations, state regulatory agencies and our trade associations.
Provide support for the identification, analysis, lobbying strategies and grassroots coalition building with our industry partners and associations on priority state legislative and/or regulatory initiatives.
Cultivate relationships and raise the company profile with major trade groups and nonprofit organizations, positioning the company as a thought leader on energy and decarbonization issues.
Strategically engage with environmental and community organizations to work collaboratively on energy transition and decarbonization policy.
Represent and actively participate in outside business associations and organizations to communicate the Company's position/priorities.
Work closely with all MHIA internal business leaders including MHIA HQ and Engineered Systems Division.
Collaborating with customers and other external interest groups represented in legislative arenas to develop positive relationships.
QUALIFICATIONS & SKILLS
Education Requirement: Bachelor's degree in Public Policy, Political Science, Law, or related field. Preferred focus area: Energy policy, Energy regulations, and National Security etc. An equivalent combination of education and experience will be considered.
Experience: At least 4 years of experience in public or private company government relations and advocacy in the energy field or equivalent government experience (Congress, Senate, or Department of Energy). Registered lobbyist preferred.
Any special skills/training/certifications:
Knowledge of energy use challenges utility regulation, and renewable/clean energy standards.
Experience developing, presenting, and implementing business recommendations based on geopolitical climate risk analysis
Good interpersonal communication and presentation skills required to communicate with employees, customers, and governmental entities.
Analytical and problem-solving skills.
Advanced computer skills with emphasis on Microsoft Office products.
WORKING CONDITIONS:
Travel: 40% or higher within North America with occasional international travel
Weekend/late night work if applicable: Occasionally. Ability to attend after hour calls to accommodate with time differences (early morning or evening)
Lifting/physical requirements: Regularly required to sit for long period, stand, walk, talk and/or hear. Frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
