About the position
Duties
The Group Lead, Regulated Energy Trade Statistics and Compliance (RETSC) is responsible for leading a multidisciplinary team that delivers high‑quality energy trade compliance oversight, data governance, system stewardship, and analytical products. The role ensures regulatory compliance, supports system improvements, manages human resources, provides executive advice, and drives continuous improvement in support of the CER’s strategic priorities.
Job Duties:
Lead, guide, and develop the RETSC team, including consultants, to ensure effective workload management, strong performance, and consistent application of processes.
Manage human resources activities, including recruitment, staff development, performance management, scheduling, workload prioritization, and administration of external contracts.
Ensure compliance with Export–Import Reporting regulations and strengthen data quality assurance, validation, and governance processes.
Identify, assess, and mitigate risks related to reporting accuracy, data quality, and compliance performance.
Lead and support maintenance, upgrades, and enhancements to the trade data collection application and other RETSC-related systems to ensure alignment with operational and regulatory requirements.
Lead and manage complex multi-disciplinary projects related to energy trade oversight, energy information, and the production of energy trade data products and publications.
Collect, review, and analyze complex data and information related to companies regulated under Part 7 of the CER Act and associated regulations.
Provide high-quality technical analysis, briefings, recommendations, and memos to senior management, the Commission, and other CER staff on energy trade and compliance matters.
Lead quarterly and annual reporting of the Departmental Results Framework (DRF) for energy trade and support improvements to regulated companies’ compliance performance.
Ensure team outputs meet internal quality measures and operational service standards.
Build relationships and collaborate with internal partners across the CER to support integrated planning, issue resolution, and data governance.
Facilitate processes, solve problems, and recommend policy, process, and workflow changes to improve efficiency and effectiveness.
Promote a positive team culture through coaching, open communication, performance feedback, and fostering team cohesion, morale, and professional growth.
Adapt to shifting priorities in a fast‑paced environment while supporting continuous improvement.

2. The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
Annual performance pay which includes elements of individual performance and corporate performance.
Annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in a single annual payment

Education: Graduation from a recognized university with an undergraduate degree in statistics, data analytics, economics, business, engineering, natural sciences, public policy or any other discipline relevant to the position.

E2: Significant* experience in preparing reports, memoranda, or technical analysis, and providing oral and written briefings to senior management** and internal and external stakeholders*** regarding complex**** energy related matters.

Significant experience is defined as the depth and breadth of experience normally acquired with having performed a broad range of various, multidimensional, and demonstrably impactful activities acquired over a period of approximately five (5) years or more.
** Senior Management is defined as Director General, Executive Director, Assistant Deputy Minister, President, Vice-President, Chief Executive Officer, Senior General Counsel or an equivalent to any of the above.
*** Internal stakeholders: Managers, Directors, VPs, and Governance bodies (e.g., the Commission);
External stakeholders: executives from regulated companies, other regulators (e.g., Statistics Canada, NRCan, CBSA), and/or intergovernmental partners.
