3M India is the flagship listed Company of 3M Company, USA in India. The Company has manufacturing facilities in India at Ahmedabad, Bengaluru, Pune, and its Corporate Office and Customer Innovation Center (R&D Center) is located at Bengaluru. The Company manages its operations in three (3) operating business segments: Safety and Industrial, Transportation & Electronics. and Consumer. In addition, pursuant to the spin-off of 3M Company’s healthcare business effective April 2026, the Company is also the licensed manufacturer and reseller of Solventum’s healthcare products in India. The Company’s three business segments bring together common or related 3M technologies, enhancing the development of innovative products and services and providing for efficient sharing of business resources.

The Role

We are looking for a talented, experienced, and motivated Government Affairs professional to join our Asia Government Affairs team and strengthen our activities in India.

As a ‘Head of Government Affairs – Operations’ you will be responsible for developing and implementing strategies to engage with government officials, regulatory agencies, and policy makers (primarily at Regional and State level), working across multiple industries and markets such as Transportation & Mobility, Safety, Infrastructure, Energy & Electronics, Healthcare (Medical Devices), and more.

You will work closely with the ‘Head of Government Affairs – Public Policy’, external consultants and stakeholders, as well as 3M’s multiple business functions to help create platforms for new business development, profitable growth, and proactively mitigate risks, while advancing our reputation as a respected, professional, and ethical company.

Reporting directly to the Asia Government Affairs Director (based in Singapore), you will also be working closely with the Managing Director of 3M India as well as business and functional leaders supporting 3M’s business operations in key states.

On a regional and global scale, you will be part of the 3M Government Affairs team in Asia and the wider global Government Affairs community. 3M’s Government Affairs function is part of the Public Affairs function, which also includes functions such as Brand & Communications, Sustainability, etc.

Primary Responsibilities
• Work with relevant State Governments and agencies, supporting growth, new business development and seamless business operations in key Indian Regions and States.
• Directly responsible for all state-level policies and all matters associated with the concurrent list, including implementation of Central Government policies at Regional and State level, e.g. but not limited to: Transportation, Healthcare, Public Procurement, GeM procurement rules, import/export issues, etc.
• Develop and maintain relationships with government officials and regulatory agencies to advocate for policies and their implementation such that it aligns with the company's interests at both Union and State level.
• Collaborate with industry associations, partners, and other stakeholders to amplify advocacy efforts and achieve common goals, primarily at Regional and State level.
• Represent the company in committees, at meetings, and industry events at regional level to build relationships, advance company priorities, and create public value.
• Prepare written materials, including policy briefs, policy papers, responses, comments, and other research to support advocacy efforts – in close collaboration with Head of Government Affairs – Public Policy.
• Track and report on government affairs activities, including legislative and regulatory activities and developments, particularly at state level, and provide analysis and recommendations to internal stakeholders.
• Work alongside 3M India’s Head Government Affairs, Public Policy (also based in Delhi) to closely monitor the legislative changes which will directly and indirectly impact the company’s performance.

Qualifications
• Relevant master’s degree or bachelor’s degree, e.g. in Public Policy, Political Science International Relations, Economics, Law, etc.
• Minimum 7 years of relevant working experience in Government Affairs/Government Relations, e.g. from a Corporate Government Affairs/ Government Relations/External Affairs role, Embassies, associations, chambers of commerce, etc.
• Strong analytical skills and a solid understanding of the legislative and regulatory processes and knowledge of key stakeholders at Union level and State levels in India.
• Demonstrated Government Affairs experience from working in highly regulated industry sectors in India.
• Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders.
• Proven ability to develop and execute advocacy strategies that achieve measurable results.
• Good command of English, Hindi. Knowledge of other Indian languages (oral/written) will be a plus.
• Proficiency in Microsoft Office (esp. Excel and Power Point).
• Commitment to integrity, professionalism, and ethical conduct in all aspects of work.
