Position Summary

The Health Center Clinical Manager oversees the daily operations of a Community Health Center providing Family Practice services within a Patient-Centered Medical Home (PCMH) model (with additional services depending on site). This role ensures efficient, patient-focused, and financially sound operations while fostering community relationships and supporting the center’s growth. Will oversee clinical responsibilities, coordinating patient care to achieve optimal clinical outcomes while providing evidence-based care in accordance with established policies and protocols. This leadership role requires collaboration with a multidisciplinary healthcare team to support quality improvement initiatives and departmental safety standards, while ensuring cost-effective resource utilization.

Qualifications

POSITION REPONSIBILITIES

Operations & Staff Management
• Recruit, hire, train, evaluate, and coach front and back-office staff
• Monitor staff performance, address disciplinary actions, and maintain personnel documentation.
• Foster a culture of outstanding patient care within the PCMH model.
• Ensure compliance with OSHA, FMLA, ADA, Workers’ Compensation, and accrediting bodies.
• Oversee patient eligibility, enrollment, and HealthE+ applications (AHCCCS, AZ Primary Care Program, sliding fee, self-pay, etc.).
• Maintain scheduling accuracy, patient flow, and record keeping.
• Document and resolve patient complaints promptly.
• Collaborate effectively with physicians, advanced practice providers, and cross-departmental teams.
• Provide staff education and policy updates.
• Oversee vaccine management programs
• Monitor and maintain the health center’s financial sustainability.
• Implement procedures to meet productivity and profitability goals.
• Develop and Oversee budgets, daily deposits, reconciliations, and expense allocations.
• Assist with Sliding Fee Scale (SFS) audits as needed

Clinical Oversight
• Supervise clinical operations to ensure the highest standards of patient care are met, focusing on delivering safe and effective nursing practices.
• Monitor patient outcomes and implement evidence-based practices to enhance the quality of care across all clinical areas.
• Coordinate care process for assigned High-Risk patients, ensuring optimal clinical outcomes through collaboration with healthcare providers.
• Oversee the management and investigation of clinical incidents, ensuring that all incidents are adequately documented, reported, and addressed.
• Develop and implement corrective action plans to prevent future occurrences.
• Address quality of care concerns promptly, collaborating with clinical staff to identify root causes and implement necessary changes.
• Manage time and attendance records and reports.
• Coordinate student and volunteer services.
• Adjust strategies as needed to meet budget, profitability, and productivity targets.
• Promote a patient-centered environment and resolve patient concerns
• Ensure adherence to policies, procedures, and safety protocols

QUALITY & COMPLIANCE
• Prepare reports and correspondence with data-driven insights on performance and outcomes.
• Coordinate with Center Support for inventory control, facility management, and equipment maintenance.
• Conduct weekly, monthly, and quarterly safety checks and drills; maintain required records.
• Maintain high levels of patient satisfaction as measured by surveys and other tools.
• Drive quality improvement initiatives by identifying areas for enhancement in clinical practices and patient outcomes.
• Lead efforts to develop, implement, and evaluate quality improvement projects that align with organizational goals.
• Conduct regular audits of clinical practices and outcomes to ensure compliance with established protocols and standards of care.
• Ensure the health center meets all state vaccine program requirements, including maintaining accurate documentation and tracking vaccination rates among patients.
• Stay informed about and comply with all applicable federal, state, and local regulations governing healthcare practices. Maintain up-to-date knowledge of regulatory standards to ensure the clinic is always survey ready.
• Prepare for regulatory inspections and surveys, addressing any identified deficiencies in a timely manner.
• Support patient eligibility and enrollment processes for AHCCCS, sliding fee scales, and other programs

Work environment: While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time when traveling to various clinic sites. The noise level in the work environment is usually moderate. The employee may be subject to health hazards (contagious diseases, blood borne pathogens, etc.) when working in the clinic area.
