Job Responsibilities:

Reporting to the Community Health & Well-being Manager, the Health Promotion Specialist will play a coordinating role in the analysis, development, implementation and evaluation of programs of interventions, projects and policies related to health promotion across the lifespan.
Provides expert advice and consultation to Toronto Public Health management and staff, the Board of Health, external groups/organizations, community professionals, community leaders and the general public on health issues
Assesses population and community health needs and analyzes information with respect to public health issues
Coordinates and guides evidence-based reviews to determine effective public health interventions
Develops, plans, implements and evaluates public health initiatives by applying health promotion strategies such as creating supportive environments, strengthening community action, building healthy public policy and advocacy
Collaborates with Public Health program staff in strategic and operational planning for Public Health programs
Identifies emerging issues/trends related to population health and health inequities across the lifespan
Analyzes and prepares materials to provide guidance and recommendations to management and staff related to programs, projects and new priorities; drafts and revises related briefings, project and program plans, policies and procedures
Develops, implements, and evaluates divisional projects and programs related to health and wellbeing across the lifespan
Identifies opportunities to strengthen, develop and implement municipal, provincial, and federal legislation and strategies and develops supporting materials
Develops public health issues-related policy recommendations, e.g. by-laws, legislation, for consideration at the municipal, provincial and federal levels
Coordinates and facilitates in-service training, staff orientation and staff development programs in collaboration with others
Drafts, revises and/or recommends resource materials for the divisional and municipal staff and the public
Liaises, consults and works collaboratively with internal and external groups, agencies, organizations, committees and partners, as appropriate
Conducts situational analyses, environmental scans and jurisdictional reviews
Plans, develops, implements, coordinates and evaluates programs of intervention, policies and
services as directed, e.g., operations plans, projects/initiatives, partnerships, presentations/trainings, social media campaigns, communication strategies
Supports research for, and writing of, comprehensive and concise briefing materials, discussion papers, options, technical and policy reports, position statements, funding proposals and Board of Health/Committee reports related to health promotion across the lifespan to inform decision making
Prepares and makes presentations to, and responds to inquiries from, divisional and other City staff, elected officials, community agencies and the public
Collaborates/participates on applied public health research and field studies and epidemiological studies and in the training of students
Represents the Division and communicates divisional priorities at professional and community meetings, workshops and committees


Key Qualifications
Your application must describe your qualifications as they relate to:
A Master’s Degree in Public Health, Social Sciences or a related field, or an equivalent combination of a baccalaureate degree and extensive experience relevant to the primary duties of the position.
Considerable experience in developing programs, policies and procedures.
Considerable experience in planning, implementing, and evaluating health promotion strategies across the lifespan.
Considerable experience in leading and organizing complex projects, effectively managing and meeting timelines for concurrent projects.
Considerable experience in developing and implementing training and/or education sessions.


You must also have:
Experience analyzing and interpreting data to inform decision-making.
Excellent leadership, interpersonal, facilitation and conflict management skills.
Excellent written and verbal communication skills, including the ability to write reports and briefing notes, develop presentations and communication plans.
Strong analytical and problem-solving skills.
Ability to work cooperatively as part of a multi-disciplinary team, foster relationships with stakeholders within Toronto Public Health and in other city divisions and external organizations.
Proficiency in MS Word, Excel, Outlook, Power Point.
Ability to work flexible hours, which may include on-call, overtime, evenings and weekends.
Possession of a valid Ontario Class "G" Driver's License and access to a vehicle are an asset. Community Health and Well-being Directorate experience is an asset.
