Job Description
• Reporting to the Management of Human Resources, the HR/Talent Acquisition Specialist plays a key role in the overall operations of the HR team
• The incumbent performs a wide range of Human Resources services with moderate complexity and participates in various HR initiatives and programming to reflect HR best practices in the following areas: talent acquisition/management, on-boarding, policy interpretation and guidance, employee and labor relations, and recognition and rewards
• With direction from the Management, the HR/Talent Acquisition Specialist administers leaves of absence within CUL and works with the Management to create a return from leave transition plan
• Interacts with all levels of management and staff regarding a variety of HR issues, responds to employee inquiries and interprets University policies appropriately
• Working closely with the Management, the incumbent communicates relevant policy updates to employees and managers, creating useful tools as needed
• Partners with unit managers on all aspects of the recruitment process, including onboarding and participates in search committees
• In addition, partners with the HR team members on department focused projects
• Under guidance from the Management, Human Resources, the HR/Talent Acquisition Specialist incorporates best practices associated with the full breadth of talent acquisition and will establish and develop solid working relationships with hiring managers throughout the talent acquisition process including planning, sourcing, screening, interviewing, and selection/hiring
• Planning - Collaborates with hiring managers to develop and/or review job descriptions/PDQs, and determine selection criteria for all open positions; review organization charts and obtain approvals for posting and obtain salary budget
• Sourcing - Utilizes effective methods for sourcing candidates for officer, and support staff positions and ensure all recruitment activities are in compliance with University recruitment and affirmative action guidelines, the System of Professional Ranks, and Local 1199 and 2110 union contracts; will develop and submit employment advertising for recruitment to appropriate advertising sources
• Screening and Interviewing - Plans and documents the interview and selection process and procedures, including the development of interview questionnaire, conduct telephone screening and other assessments, and in-person interviews; utilizes applicant tracking system (sourcing) to assess candidate information, review resumes and cover letters and other candidate documents
• Documents and provides feedback to hiring manager/search committee following interviews
• Selection and Hiring - Works closely with the Management and search committee members to help identify the finalist and conduct reference checks; makes hiring and salary recommendations to key CUL stakeholders including hiring managers, and extends job offers
• Ensures background checks are initiated and completed prior to submitting offer letters
• Works with hiring manager and other stakeholders to schedule onboarding of new staff
• Identifies and shares feedback regarding the talent acquisition process to the attention of the Management
• Participates in the collection, analysis, and presentation of employment data metrics relating to advertising effectiveness, turnover, diversity and inclusion, and other key elements as requested by senior management
• Advises staff on human resources practices and policies including time and attendance, performance management, progressive discipline, bargaining agreement work rules, and grievance procedures
• Responds to employee questions and concerns
• Participates in HR training, staff recognition initiatives, intern activities and special projects
• Conducts exit interviews and contributes content to the HR web site
• Participates in ad hoc projects and department requests
• Performs related duties & responsibilities as assigned/requested

Job Requirements

Bachelor’s degree and/or equivalent related experience required

1-3 years related experience required

Excellent oral and written communication and interpersonal skills are necessary

Must be able to manage highly sensitive and confidential communications with discretion and integrity

Must be organized and detail and task-oriented with the ability to establish priorities and follow up on multiple issues in a time-sensitive manner

Possesses skills in employment interviewing techniques and applicant appraisal

Candidate need to come to office 2-3 days in a week.
