DESCRIPTION

Mendocino College is currently accepting applications for a full-time, 12 month Human Resources Technician (Confidential).

The dynamic Human Resources office is located on the beautiful Ukiah, CA campus. Within our close-knit community and campus, this office supports the multitude of stakeholders at many levels; including benefits, payroll, recruiting, departmental collaboration, systems development, and customer service.

This is a full-time confidential position. We are seeking an equity-minded individual who is committed to supporting our diverse students, staff, and faculty and the District mission. Please review the District Mission, Vision, Values, and Goals HERE .

Under the direction of the department manager, this position will provide administrative assistance and office support for the Human Resources Department; assist with collective bargaining information and other Human Resource duties as assigned.

RECRUITMENT DATES:

First level interviews for selected candidates are being held via Zoom on July 31st and August 4th.

Second level interviews for selected candidates will be held in person on August 5th.

SALARY AND BENEFITS

Salary Range: The monthly salary range is $5,793.25 - $7,041.75. There are four annual step movements; initial placement will be at step 1, unless approved by the Superintendent/President.

Benefits: With no monthly premium contribution from the employee, we offer a comprehensive benefits package that includes family medical, dental, vision, EAP benefits and employee life insurance. Additional voluntary life insurance is available for employee purchase. Benefits are effective the first of the month following hire date.

Holidays and Paid Time Off: The successful candidate will earn twenty-one (21) days of vacation and twelve (12) days of sick leave per year. There are twenty (20) paid holidays annually.

Retirement: This position is eligible for CalPERS Retirement.

REPRESENTATIVE DUTIES

The successful candidate will support institutional processes, staff, and faculty with completion of the following duties:

Supports the department manager in maintaining accurate records of negotiation planning meetings, bargaining sessions, and agreements.

Schedules negotiation planning meetings and sessions with the District negotiations and/or the appropriate exclusive representative.

Updates the appropriate collective bargaining agreement (CBA) and/or handbook with the agreed upon changes resulting from negotiations.

Assists with administrative matters, including confidential issues such as legal and collective bargaining/meet and confer information; exercises discretion and independently performs a wide variety of duties in support of the Director of Human Resources.

Serves as a liaison between the Human Resource Department and faculty, staff, students and the public; receives visitors and telephone calls, makes referrals as needed; provides information and assistance regarding District programs, policies, procedures, rules and regulations; resolves questions and issues; interprets and applies rules and regulations as appropriate; establishes and maintains positive staff and public relations.

Collects and analyzes information; makes recommendations; completes special projects; gathers and provides information to legal counsel as directed; maintains and monitors schedules and calendars; coordinates activities/events including assisting with the accreditation effort.

Assists in the development and maintenance of the annual budgets for the Human Resource Department.

Verifies, records, and compiles a wide variety of information and data for reports and other purposes; develops spreadsheets, databases and other computerized information/documents; performs budget recordkeeping, and assists in preparing annual program review documents.

Monitors and coordinates evaluation notifications to managers and tracks receipt.

Participates as a resource member; and maintains and supports scheduling, agenda preparation, and minute dissemination for the following committees (including but not limited to): Professional Development, Staffing, Health Benefits, and Equal Employment Opportunity (EEO) Committees.

As directed, prepares employment action forms and contracts, including but not limited to: Personnel Action Forms (PAF) and annual employment contracts.

Researches employment laws, regulations, and other information pertaining to legal compliance, health and welfare of all employees. Disseminates information accordingly.

Administers and tracks leaves of absence.

Coordinates and provides support for professional development and training District wide. This includes, but is not limited to providing new hire orientation, EEO training to screening committees, and maintaining electronic training records. Notifies Director of Human Resources concerning non-compliance issues.

Prepares board items as directed.

Supports Human Resource Department in generalized tasks, including but not limited to: employment form processing, recruitment, purchase orders and requisitions, and information dissemination.

Operates a variety of office equipment including a computer and related software, calculator, photocopier, etc.

Prepares and maintains a variety of correspondence, reports, documents, and forms; maintains and organizes a variety of records and files.

Trains and provides work direction to others and performs other duties as assigned.

Other duties as assigned.

WORKING CONDITIONS

Office environment; subject to interruptions and distractions. Physical demands include sitting, standing, reaching, bending, walking, and light lifting (up to 15 lbs).

QUALIFICATIONS

MINIMUM QUALIFICATIONS

Degree: AA/AS;

Experience: 2 years full time work experience in a related field; and

Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students, staff, and faculty.

Education/Experience Equivalency: Experience and/or education of the same kind, level or amount as required in the minimum qualifications may be substituted on a year-for-year basis.
